    Budget and Financial Analyst

    Location:
    Washington, DC (on-site with some wfh)

    United States The Budget and Financial Analyst will have responsibilities related to budget formulation and budget execution for an agency in the Department of Commerce
    This position may offer up to two days per week work from home, subject to management approval

    Responsibilities:

    • Work with program and project managers to develop the organization's budget.
    • Review budget proposals and funding requests for completeness, accuracy, and compliance with laws and other regulations.
    • Explain budgetary recommendations to management, and organizational stakeholders.
    • Analyze proposed plans and find alternatives if the projected results are unsatisfactory.
    • Monitor organizational spending to ensure that it is within budget.
    • Inform program managers of the status and availability of funds.
    • Estimate future financial needs.
    • Assists with required data tracking and compliance reporting.
    • Conduct cost/benefit and other types of analyses.
    • Submit budget recommendations for approval or rejection of funding requests.
    • Collaborate with managers to develop final, consolidated budget.
    • Oversee expenditure and identify trends in spending.
    • Forecasts future budget needs.
    Conduct administrative duties as assigned, including but not limited to:


    • Work with program manager to create, edit and update standard operating procedures and training materials for incorporation into a manual for Export Control Officers (ECOs).
    • Work with program manager to arrange operational audits to assess the effectiveness of ECO procedures, policies, and budget guidelines
    • Organize historical data and electronic files on program share drive
    • Work with program manager to collect timely, comprehensive, and accurate management information reports and statistical summaries to assist in the performance evaluation of ongoing agency activities and programs.

    Requirements:

    • BS degree in business, management, finance, accounting or related field
    • 4 years of professional related experience in accounting and finance
    • Specific experience with budget formulation and execution
    • Specific experience documenting SOP's for the area of responsibility
