    Description

    The Contract Manager plays a key role in overseeing Resident Services operations, handling contract and grant administration activities from start to finish. This includes procurement, board items, contracts, Intergovernmental Agreements, and grants. Ensuring compliance with CHA policy and federal regulations is a top priority for the Contract Manager.

    RESPONSIBILITIES

    • Manages department staff's daily activities.
    • Oversees all phases of contract and grant administration for Resident Services, following federal regulations and grant requirements.
    • Evaluates partner and contractor performance, ensures compliance, and conducts reviews.
    • Tracks and maintains data related to grant and contract activities.
    • Reviews and approves grant and contract specifications.
    • Manages invoices for payments to contractors/vendors.
    • Prepares requisitions and payment requests, ensuring accurate financial management.
    • Tracks grant financial activities and ensures proper closeout procedures are followed.
    • Reviews and disseminates grant award system reports.
    • Monitors revenue-generating contracts to guarantee services are provided as agreed.
    • Develops recommendations to address issues with contractors.
    • Assists with audits and develops contract and grant administration policies.
    • Collaborates with staff on market research and cost analysis, integrating goals into contracts.
    • Represents Resident Services in contract and grant related meetings.
    • Occasional work beyond standard hours may be required.
    • Remote work option available after onboarding completion.
    • Other duties as assigned.

    QUALIFICATIONS

    A Bachelor's Degree in Business Administration, Finance, or a related field is necessary. Minimum five years of relevant experience is required. Strong communication and leadership skills are essential. Proficiency in Microsoft Office, especially Excel and Word, is a must. Ability to analyze financial and performance data accurately. Knowledge of procurement, contract, and grant regulations is preferred.

    Salary Range: $85,000 - $90,000

    Grade: S8

    FLSA: Exempt
