    POSITION SUMMARY:
    Under minimal supervision the Civil Engineer is responsible for performing civil, hydraulic and structural engineering services. Employees in this job class evaluate projects to determine the most appropriate and economical systems to serve the facility. This job class requires knowledge in the various construction trades and methods.

    TYPICAL DUTIES:
    1. *Designs and directs the development of construction drawings and specifications for civil engineering systems; sewer mains, storm and sanitary sewer lines, sanitary lift stations, parking lot and road repaving, construction or rehabilitation of existing structures and irrigation systems.
    2. *Oversees the preparation of, or prepares, original design and preliminary and final layout of civil projects, including size, capacity and economy.
    3. *Participates in final on-site inspection.
    4. *Performs contract related services such as writing scope of work, estimating, site surveys, contractor selection, negotiations, performance monitoring, product design, review, and evaluation, inspection and acceptance of bids.
    5. *Prepares detailed cost estimates for use in obtaining project funding and bid evaluation.
    6. *Calculates the pressures, stresses and strains that each component, such as a beam or lintel, will experience from other parts of the structure due to human use or environmental pressures such as weather or earthquakes.
    7. *Considers the strength of various materials, e.g. timber, concrete, steel and brick, to see how their inclusion may necessitate a change of structural design.
    8. * Acts as a liaison with other designers, including architects, to agree on safe designs and their fit with the aesthetic concept of the construction.
    9. *Examines structures at risk of collapse and advises how to improve their structural integrity, such as recommending removal or repair of defective parts or rebuilding the entire structure.
    10. *Makes drawings, specifications and computer models of structures for building contractors.
    11. *Works with geotechnical engineers to investigate ground conditions and analyses results of soil sample and in situation tests.
    12. *Acts as a liaison with construction contractors to ensure that newly erected buildings are structurally sound.
    13. Performs other duties and special projects as assigned.

    MINIMUM QUALIFICATIONS:
    Seven or more years of combined experience in commercial building management, general maintenance and construction skills including mechanical, HVAC, carpentry, electrical, plumbing, and painting, construction and manufacturing process engineering;
    Knowledge of federal contracting requirements preferred;
    Accreditation Board for Engineering and Technology, (ABET) preferred;
    Ability to use computers and computer-aided design (CAD) technology for simulation purposes;
    Ability to apply expert knowledge of the forces that act on various structures;
    Knowledge of Cal OSHA and OSHA occupational safety regulations; Fire, Hazmat, Title 22, and California and local building codes
    Ability to estimate cost of labor and materials for projects; create comprehensive drawings and write corresponding specifications; manage construction projects;
    Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by management, team, vendors and/or customers;
    Human relation skills to build effective relationships with team and internal customers;
    Intermediate to advanced computer literacy including knowledge of word processing, spreadsheet, database and presentation software;
    Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;
    Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;
    Ability to establish priorities and solve a wide range of business problems;
    Demonstrated customer service, common sense, problem solving and analytical skills;
    Flexibility to respond to changing work priorities and handle numerous projects at the same time.

    EDUCATION REQUIREMENTS:

    Bachelors in Engineering or related field

    A comparable combination of formal education and work experience will be considered.

    CERTIFICATES OR LICENSES REQUIRED:

    The following licenses or certificates may be required depending on local, state and/or contract requirements:

    Fed Security Clearance

    Professional Engineer Certification is preferred

    PHYSICAL REQUIREMENTS:

    Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

    Viewing computer screen/monitor
    Utilizing keyboard
    Answering phone/making calls

    WORK ENVIRONMENT:

    Work is performed in a normal office environment with limited privacy and some exposure to background noise.
