    Job Description:


    The Office of Acquired Brain Injury (OABI) Program Manager (Manager III) reports to the Brain Injury Programs Director and works closely with the Comprehensive Rehabilitation Services program to provide collaborate and coordinate prevention and intervention strategies and initiatives for people who have experienced a brain injury.

    Oversees the Texas Brain Injury Advisory Council liaison and supports the council and initiatives recommended by the council.

    Works collaboratively to provide resource facilitation for people with an acquired brain injury to ensure connections to appropriate resources and supports.

    Works closely with the Comprehensive Rehabilitation Services program, other internal and external programs related to brain injury and maintains working relationships with stakeholders and organizations that support people with brain injuries.

    Works to develop and distribute educational and informational programs and other materials regarding brain injury. Develops, coordinates, and facilitates statewide trainings to internal and external stakeholders regarding brain injury.

    Acts as a liaison to state and federal partners who provide services or assistance to people with acquired brain injuries.

    Prepares briefings, reports, presentations, educational materials, and other communications for the program. Completes other duties as assigned to further brain injury supports. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

    Essential Job Functions:
    1. Oversees and directs the daily operations, programs mission and implementation of brain and spinal cord injury supports.

    Develops, coordinates, implements, and oversees projects/initiatives for people with brain and spinal cord injuries focused on economic, technology and community factors related to program areas.

    Develop work plans, schedules, priorities, and standards for achieving established goals.

    Develops, implements, and evaluates the goals and objectives of the OABI that addresses resource facilitation, education, awareness, and prevention strategies and is consistent with the strategic plan of Health and Human Services.

    2. Interview, hire, train and provide effective supervision, guidance, coaching, and professional development to staff. Conducts performance evaluations and addresses performance issues with direct reports. Guides the development of staff priorities, initiatives, and work schedules to achieve objectives and performance indicators. Responds to requests by staff, people supported by OABI and stakeholders for technical assistance.
    3. Communicates both verbally and in writing with a wide variety of internal and external stakeholders. Gathers and analyzes data to prepare reports and presentations.

    Initiates and guides special projects, facilitates presentations to diverse groups, coordinates with federal, state, and local agencies and organizations on issues pertaining to acquired brain and spinal cord injury.

    Represents the office and agency at national and state conferences, meetings, seminars, and participates on task forces and committees as indicated.

    4.Prepares policy, standards, guidance materials and reports through research and consultation to recommend effective change. Review, develop and implement program policy, procedures, and standards for best practices in brain and spinal cord injury.

    Develops, implements, monitors, and evaluates standards, policies, and rules to support essential operations and to ensure compliance with state and federal laws and regulations.

    Analyzes, interprets laws, trends and new developments to assist with proposed legislation and regulations that may impact the program.
    5. Oversee and provide resource facilitation to individuals, families and agencies supported by OABI.

    Maintains knowledge of brain and spinal cord injury in the state of Texas as well as up-to-date knowledge about community resources, support groups and educational activities as it relates to various population groups.

    Oversight of documentation of case activities and maintenance of programs electronic case management system ReHabWorks including reporting and data trends.

    Monitor and complete case reviews and propose plans for continuous quality and process improvement for the delivery of services/supports.

    Oversight of coordination of activities related to the Texas Brain Injury Advisory Council (TBIAC) following the open meetings act policies, procedures, and requirements to maintain a functional council with project goals and outcomes.

    Oversight to ensure completion of mandated legislatives reports.

    Performs other duties and/or special projects as assigned including but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery.

    Such participation may require an alternate shift pattern assignment and/or location.

    Knowledge Skills Abilities:

    • Knowledge of acquired brain injury or experience working with people with acquired brain injury.
    • Knowledge of local, state, and federal laws related to public health in general and brain injury specifically.
    • Knowledge of rehabilitation programs, resources, and benefits.
    • Knowledge of program planning, implementation, and evaluation.
    • Knowledge of advisory council rules, regulations, processes and procedures.
    • Skill with using the internet and computer software such as Microsoft Word, Excel, PowerPoint, and Outlook as well as webinar platforms.
    • Skill in working collaboratively and cooperatively with colleagues at all levels in the organization as well as external stakeholders.
    • Skill in reviewing and preparing a variety of written documents with attention to detail and to make recommendations.
    • Skill in public speaking or providing complex information in an educational format.
    • Skill in managing multiple and competing priorities.
    • Skill in using logic and reasoning to identify problems, think critically, evaluate alternatives, and implement solutions.
