Job Description:
This is a supervisory position responsible for technical and administrative work in the enforcement of the Ordinances and Building Codes adopted by the City of Port Orange and the State of Florida.
ESSENTIAL FUNCTIONS
Acts as the immediate supervisor for the building inspection staff under the direction of the Deputy Building Official
Monitors and assigns daily building permit inspections and use inspections to City building inspection staff, City engineering inspector, Fire Department inspectors, and contract inspection service providers.
Conducts field inspections of work in progress or completed under approved building permits for conformance with the Florida Building Code, and other national and local codes and ordinances.
Issues Notices of Violations for non-conformance and re-inspects when deficiencies are corrected. Consults with architects, engineers, city vendors, fgeneral and specialty contractors and homeowners.Investigates complaints regarding alleged code violations, determines the validity of the claims and suggests remedial action.
Investigates field inspection issues for work in progress when inspection staff needs assistance or clarification of the Florida Building Code or city ordinances.
Provides assistance or clarification of the Florida Building Code or city ordinances for failed inspections.Handles field inspection issues for all customers when inspection staff needs assistance and clarification of code or city ordinances.
Performs related work as required.
These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
This position is part of the City's Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation.
SUPERVISORY RESPONSIBILITIES
Directly supervises the Building Inspection staff.
Carries out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws.
Education and Experience
High school diploma or general education degree (GED).
Five (5) years' experience in the construction trade in a supervisory capacity or as an inspector or plans examiner for a governmental agency under the direction of a building official.
Meet minimum standards set by the Florida Building Code as regulated by the Florida Building Commission and the International Code Council (ICC)Equivalent combination of education and experience
Certifications, Licenses, and Registrations
Licensed as a Building, Electrical, Plumbing, Mechanical, and Gas inspector through the State of Florida
Standard License as Building Plans Examiner or the ability to obtain within one year from date of hire.
Florida Driver's License
Knowledge, Skills, and Abilities
Knowledge of all types of building construction materials and methods and stages in construction when possible, violations and defects may most easily be observed and corrected.
Knowledge of building and zoning codes and related laws and ordinances.Ability to read, analyze, and interpret work related documents.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to communicate both orally and in writing.
Ability to detect structural and other faults and to appraise for compliance with applicable codes.
Ability to read and interpret plans, specifications, and blueprints.
Ability to comprehend and apply principles of mathematical concepts as applied to this position.
Ability to follow and interpret instructions furnished in written and oral format.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls and talk or hear.
The employee frequently is required to stand, walk, sit, and reach with hands and arms.The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl.
The employee must regularly lift and/or move up to 10 pounds and frequently lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Must be able to drive as needed.WORK ENVIRONMENT
While performing the duties of this job, the employee frequently works in outside weather conditions and is frequently exposed to extreme heat.
While performing field inspections, the employee will be exposed to outside weather conditions including extreme heat.While performing field inspections, the employee may work in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, and risk of electrical shock.
