    JOB DESCRIPTION

    Job Title: Clinician I/II/III, RS

    Department: Recovery Services

    Reports To: Assigned Program Supervisor

    Supervises: None

    FLSA Status: Exempt

    Pay Grade: I/II/III (E5)

    Job Type: Regular, Full-Time

    AKBCU: Yes ICPA: No

    General Functions:

    The Clinician provides services within clinical and therapeutic roles, including direct services to clients who need both mental health and substance abuse treatment. Duties entail individual counseling, group therapy, education, screening, treatment planning, crisis intervention, service coordination, and referral to needed services.

    Duties and Responsibilities:

    Clinician I
    • Provide individual, group, and family treatment that is strength-based, person-centered, and trauma-aware per the mission, goals, objectives, and policies and procedures of Recovery Services.
    • Provide Evidenced-Based Practices throughout treatment delivery.
    • Responsible for maintaining assigned Recovery Services Case Management System (RSCMS) participant records under HIPAA and record compliance guidelines.
    • Responsible for completing clinical documentation in compliance with state and federal regulations and agency policy.
    • Participate in case-staffing sessions for assigned participants to ensure services are appropriate for participant needs.
    • Coordinate treatment team involvement and promote engagement in consultation.
    • Provide transportation to participants as needed.
    • Conduct participant referrals for additional services as medically necessary based on treatment needs for continuity of care.
    • Provide advocacy and follow-up on referrals.
    • Comply with required training needs to improve service delivery.
    • Identify risk factors, including lethality for suicidal, homicidal, and grave disability.
    • Conduct involuntary psychiatric holds when necessary, according to Alaska State protocol.
    • Provide behavioral and diagnostic assessments to determine the level of care services, initial engagement strategies, treatment planning, discharge planning, and case management.
    • Perform related duties as needed and assigned.
    Clinician II
    • Perform all duties and responsibilities of the Clinician I position with an advanced proficiency level.
    • Support Clinician staff by answering questions, providing guidance, making recommendations, and conduct training related to Clinician duties and responsibilities.
    Clinician III
    • Perform all duties and responsibilities of the Clinician I and II positions with an advanced proficiency level.
    • Support Clinian I and II staff by answering questions, providing guidance, making recommendations, and conduct training related to Clinician I and II's duties and responsibilities.
    Knowledge and Competencies:
    • Knowledge and competency in mental health disorders, co-occurring disorders, diagnostic procedures, DSM 5, counseling techniques, group therapy, assessment skills, treatment planning, and discharge planning.
    • Knowledge and competency in chemical dependency counseling and intervention techniques applied to individual, group, and family situations, including medical model.
    • Knowledge and competency in emergency procedures used in case of alcohol and drug overdose.
    • Knowledge of stages of alcohol and other drug withdrawal and competent in appropriate actions at each stage;
    • Competent in administering CPR and first aid when necessary.
    • Competent in assessing for participant risk factors, including lethality for suicidal, homicidal, and grave disability.
    • Knowledge of Alaska State protocols for involuntary psychiatric holds.
    • Competent in dealing with clients in other crises as well as a highly structured, fast-paced daily routine.
    • Knowledge and competency in providing services and appropriately maintaining participant records under HIPAA and record compliance guidelines.
    • Knowledge of Federal, State, and Municipal laws and regulations that regulate the treatment of alcoholism and drug addiction, including:
      1. Confidentiality 42 CFR Part 2

      3. Privacy Act
      4. Good Samaritan Act
      5. Professional Code of Ethics
      6. Non-Discrimination
      7. Accessibility
      8. Health Insurance Portability and Accountability Act (HIPAA)

    • Knowledge of cultural and spiritual values and how they relate to the disease, recovery, and wellness in Alaska Native and American Indian men and women.
    • Knowledge and competency in public speaking and the ability to plan, organize, and develop audiovisual resources and handouts for educational lectures and public information speeches.
    • Knowledge and competency in problem-solving, stress management, project management, ethics, and team building.
    • Knowledge of airborne and bloodborne pathogen and risk reduction methodologies and the use of universal precautions.
    Job Responsibilities Related to Participant Privacy
    • Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law. Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
    • Employee may access protected health information and other participant information only to the extent necessary to complete job duties. Employee may only share such information on a need to know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
    • Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.
    Job Specifications:
    • Demonstrated ability to rotate and work in different clinical positions as needed.

    Minimum Qualifications:

    Clinician, I
    • Master's Degree in social work, psychology, human services, counseling, substance abuse counseling, or addiction counseling.
    • Two (2) years of providing social work, psychology, counseling, or related field.
    • Alaska Chemical Dependency Counselor Certification I (CDC I), or ability to be certified within three months from the hire date.
    • Demonstrable knowledge of delivering trauma-informed care services.
    • Six months of experience working with adults in a treatment capacity.
    • Six months of experience effectively collaborating with multiple systems of care for clients' needs.
    Clinician, II
    • Master's Degree in social work, psychology, human services, counseling, substance abuse counseling, or addiction counseling.
    • Level II Alaska Chemical Dependency Counselor Certification (or higher), or ability to be certified within three months of employment.
    • Seeking Safety Certificate
    • Two (2) years of experience working with adults in a treatment capacity.
    • Two (2) years of experience effectively collaborating with multiple systems of care for clients' needs.
    • One-year (1) experience in integrated health approaches.
    • Demonstrable experience working with Alaska Native people, knowledge of their values and belief systems, and ability to provide culturally competent services.
    Clinician, III
    • Master's Degree in social work, psychology, human services, counseling, substance abuse counseling, or addiction counseling.
    • Independently Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Ph.D. in a related field.
    • Level II Alaska Chemical Dependency Counselor Certification (or higher) or ability to be certified within three months of employment.
    • Seeking Safety Certificate
    • Four (4) years of experience working with adults in a treatment capacity.
    • Four (4) years of experience effectively collaborating with multiple systems of care for clients' needs.
    • Two (2) years of experience in integrated health approaches.
    • Demonstrable experience working with Alaska Native people, knowledge of their values and belief systems, and ability to provide culturally competent services.
    Minimum Qualifications for All Levels
    • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years old and have had a driver's license for at least three years.
    • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check, approved National Provider Identifier Standard (NPI) status, and state approval as a Qualified Addictions Professional (QAP).
    • Required to have current TB immunization or verification if the incumbent is a "reactor."
    Additional Information:
    • CITC offers voluntary immunization for Hepatitis A&B.
    • CITC provides CPR and First-Aid certification.
    Physical Requirements:
    • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
