    This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs.

    Unless required by legislation, the selected candidate will begin at Pay Grade 12, Step 1 of the 1199 Pay Range Schedule ($28.92 per hour), with an opportunity for pay increase after six months ($30.39) of satisfactory performance and then a yearly raise thereafter.


    What You'll Do:


    The Ohio Department of Health (ODH) is hiring for one (1) Public Health Consultant in the Bureau of Health Improvement and Wellness/Chronic Disease (BHIW).

    This is a consultant for the Tobacco Program and for an assigned number of local projects related to implement the statewide initiatives of tobacco prevention, cessation, and secondhand smoke.

    This position will provide technical assistance to local health departments (LHDs), partners and stakeholders regarding initiatives related to prevention of youth tobacco use.


    Additional Duties:

    • Monitors and evaluates youth project initiatives through site visits, phone and email communication, regular meetings and workgroups, and mailed survey instruments to assure compliance with regulations or project objectives.
    • Assists Administrators in developing and presenting youth tobacco prevention and cessation educational activities and materials.
    • Prepares and gives presentations on behalf of Tobacco Program, primarily on youth tobacco/nicotine use.
    • Conducts site visits to evaluate progress toward grant objectives and to provide technical assistance.
    • Identifies health risks and determines public health service needs using appropriate methods and technology.
    • Requests, obtains and evaluates information from various sources to determine appropriate community assets and resources that support the local public health system or local tobacco prevention and control projects.
    • Conducts individual telephone and personal interviews with involved parties to gather information and provide tobacco-specific technical assistance, particularly local contractors or grantees.
    • Develops model youth initiatives.
    • Makes assessments of current tobacco data to inform youth tobacco prevention program planning and progress.
    • Assists program manager in the development of policy, codes, regulations and legislation to protect the health of the public and to guide the practice of Public Health as they relate to tobacco and smoke-free issues.
    • Assists Administrators in preparing contract applications, requests for proposals and reports as requested.

    • 6 mos. exp. in providing direct service &/or consultation in a public health, community health, hospital &/or clinic setting, to include exp. in program evaluation, grant review, developing & presenting training programs & in facilitating &/or working collaboratively with coalitions or groups;
    • Completion of graduate core coursework in public health, health care, health administration or related field; must be able to provide own transportation.
    • Or
    • 18 mos. exp. in providing direct service &/or consultation in a public health, community health, hospital &/or clinic setting, to include exp. in program evaluation, grant review, developing & presenting training programs & in facilitating &/or working collaboratively with coalitions or groups;
    • Completion of undergraduate core coursework in public health, health care, health administration or related field; must be able to provide own transportation.

    • Equivalent of Minimum Class Qualifications for Employment noted above.

    • Graduate or advanced degree in public health, health care, health administration
    • Coursework in public health field or health education
    • Experience working with risk factors and tobacco control
    • Experience developing partnerships
    • Experience in monitoring/administering local subgrants or contracts
    • Experience developing and presenting training or public speaking
    • Experience providing technical assistance or consultation
    • Experience evaluating tobacco control activities
    • Experience working with youth
    • Experience with computer software (e.g., Word, PowerPoint, Excel, Access)
