    Position Details:

    POSITION SUMMARY: The position serves as a member of the management team to the Center for Innovation and Technology (CIT) Infrastructure Team in the areas of information systems architecture, design, implementation, and project planning. Assess the IT infrastructure and operations organization (people, process, and technology) to determine best course of journey towards Cloud, specifically Amazon Web Services (AWS), Azure, Salesforce, and VMWare. The incumbent collaborates with the management team to estimate requirements, prioritize projects, and communicate with key stakeholders. This person must be able to coordinate well between a variety of vendors and technical experts. They will apply practical managerial and professional skills and knowledge of information technology to develop, maintain, support, and optimize key functional areas, particularly Enterprise Network Infrastructure, Cloud Infrastructure, Data Center Server Infrastructure, Data Communications, Telecommunications Systems, and IT Business Continuity. Duties include working toward providing robust and more integrated infrastructure technologies and services as well as building relationships with state affiliates. This position reports directly to the Director of Information Technology Services.

    MINIMUM EDUCATION REQUIREMENT: A bachelor's or master's degree in a technology field or discipline related to the position or an equivalent combination of education, certifications, and experience from which comparable knowledge or skills may be obtained. Certifications that will be considered include Cisco, VMware, AWS, Azure, or other cloud-based services.

    MINIMUM QUALIFICATIONS: Minimum of 8+ years of experience in an IT hybrid (Cloud and on-premise) infrastructure and operations computing environment. 5+ years of experience leading a diverse team or function, in all aspects of complex, cross-functional, large-scale projects, in a fast-paced and highly competitive, ever-changing technology and data environment.

    DIRECT HANDS-ON EXPERIENCE WITH:

    • Planning and executing the migration of on-premise solutions to a hybrid, multi-cloud environment with an emphasis on AWS.
    • On-premise and cloud infrastructure projects from AWS, Microsoft, Oracle, Palo Alto, and open-source products.
    • Creating, supporting and implementation of a DevOps Infrastructure by creating systems, cybersecurity, configuration change management, and application deployments as code to ensure that the code releases are deployed on properly managed IT infrastructure.
    • Developing and managing the annual operating and capital expenditure budget for I&O to ensure it is consistent with the overall identified strategy and is within the plan.
    • Knowledge of the ITIL (IT Infrastructure Library) best-practice framework to enhance processes and procedures for delivering high-quality services aligned with business needs and objectives.
    • Excellent interpersonal, negotiation, influence, and communications skills with the proven ability to communicate effectively across all levels of the organization to both technical and non-technical audiences.
    • Proficiency with Microsoft Office Suite and other collaboration tools.
    • Experience with budgeting and strong business acumen.

    TIER 1 (Essential):

    • Partner with InfoSec to deliver critical information security and IT risk-related initiatives. Ensure compliance with patching and vulnerability policies.
    • Cloud transformation initiatives, planning, execution, and supporting a hybrid, multi-cloud environment.
    • Manage staff, contractors, third parties, cloud services providers, and vendors to perform the installation, configuration, testing, monitoring, maintenance, and NEA infrastructure supporting each line of business.
    • Responsible for the technology assets at the NEA using asset management tools.
    • Maintain Business Continuity infrastructure and documentation, ensuring systems and applications are protected according to their SLAs and execute an annual BCP test.
    • Creates new and innovative I&O policies and procedures that enhance the efficiency and effectiveness of teams.
    • Provide regular project status updates on schedule, budget, and deliverables in Project Portfolio Management (PPM) meetings.
    • Monitor new technologies and platforms and provide direction on what emerging technologies should be assimilated, integrated, and introduced within I&O to ensure IT capabilities respond to the NEA's business strategy needs.
    • Create and maintain automated continuous integration / continuous deployment (CI/CD) pipelines and practices.
    • Manage and oversee the planning, design, implementation, and documentation of all new infrastructure projects and upgrades to existing infrastructure, including AWS and Azure operational costs.
    • Develop standards and operational procedures that support current and future operational needs.
    • Lead and supervise staff.
    • Develop and monitor budget projections, timelines, and project plans for operational and capital efforts.
    • Responsible for creating contract drafts from standard contract templates for internal legal and procurement review.

    TIER 2 (Significant):

    • Actively seeks opportunities for efficiencies and cost-effective technologies that reduce costs and optimize investments.
    • Take the initiative in thought leadership, innovation, and creativity.
    • Responsible for managing Solarwinds Orion, Loggly, AppOptics by overseeing the administration, optimize the Systems Monitoring and Alerting system and related components, to achieve and maintain high performance and availability of the whole NEA IT infrastructure.
    • Develop and implement uptime statistics. Ensure timely resolution of service incidents and completion of service requests.
    • Broad operational knowledge of information technology, including infrastructure, applications, networking, and computer operating systems. Knowledge of WAN implementation and maintenance as applied to affiliated or subsidiary organizations.
    • Hybrid cloud experience with AWS and Azure stack. Solid understanding of SaaS, IaaS, PaaS, Networking, and Storage.
    • Familiarity using cloud technology tools such as Terraform, Athena, and Lambda.
    • Dell Storage Platform Technologies (SAN/NAS) including Hardware & Software (NetApp, EMC, or equivalent)
    • VMware or equivalent virtualization technologies, Networking, Data Center Service, Public Cloud, Azure Active Directory, Microsoft Office 365, Microsoft Exchange, and Palo Alto.
    • Demonstrated high-level team building, problem-solving, multi-tasking, and communication skills. Ability to facilitate communication between staff, management, vendors, and other technology resources.

    TIER 3 (Desirable):

    • Automated patch management
    • Kubernetes
    • PowerShell
    • Relational database experience including, but not limited to, Oracle, MySQL, and MS/SQL installation and configuration.
    • Jira Software, Confluence, and Agile methodologies (Kanban/Scrum)

    OTHER REQUIREMENTS: Samples of work products and accomplishments may be required at the interview. Must be able to work extended hours on evenings and weekends. Some travel is required overnights per year).
