    SUMMARY:


    In general Tribe adopted laws to protect the environment and prohibits air and water pollution, hazardous waste pollution and regulates the disposal of solid waste.

    The Environmental Compliance Inspector is responsible for ensuring compliance with tribal laws such as regulating the transportation, storage and disposal of solid wastes, petroleum products, hazardous waste and the illegal disposal of regulated medical waste and any waste or debris.

    The Environmental Compliance Inspector shall be responsible for the inspections, investigations and enforcement of Tribal laws that assist in protecting the Tribes natural resources.


    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

    • Develop and implement compliance assurance and compliance assistance mechanisms to achieve environmental compliance; including outreach, education, inspections, permitting, auditing and monitoring
    • Determine the nature of violations and actions to be taken, and issue written notices of violation; participate in enforcement hearings as necessary
    • Examine permits, licenses, applications, and records to ensure compliance with licensing requirements that are under Environmental Compliance Inspector
    • Prepare, organize, and maintain inspection records in accordance with regulations assigned
    • Document and collect evidence on assigned environmental regulatory violations
    • Interview individuals to determine the nature of suspected environmental violations and to obtain evidence of violations or pertinent details as needed
    • Prepare written, oral, tabular, statistics, test results and graphic reports summarizing requirements and regulations, including known violations, enforcement and chain of custody documentation
    • Maintain documents and follow-up actions in cases where violations were found, and review compliance monitoring reports
    • Investigate complaints and suspected violations regarding illegal dumping, open burns, petroleum leaks, fishing violations where applicable
    • Inspect waste pretreatment, treatment, and disposal facilities and systems for conformance to best safe practices and adopted Tribal regulations
    • Inform individuals and groups of pollution control regulations and inspection findings, and explain how problems can be corrected
    • Ensuring compliance with permits issued for: Construction & operation of solid waste facilities; Solid waste haulers & transportation; Open Burns,
    • Assist in Investigation of discharges that contravene water standards, oil and chemical spills and possible fish kills
    • Participating in public relations efforts, information and education programs
    • The Inspector will inspect Petroleum Bulk Storage (PBS) installations and maintenance on the territory for conformance to the Tribe's regulations
    • Provides technical assistance and information to PBS owners regarding spill prevention, countermeasures and emergency response
    • Review and inspect new or replacement fuel station piping or installations as needed, prior to failure if applicable
    • Complete and issue letters of compliance/non-compliance are issued and information forwarded to Licensee and Director
    • Findings are often shared with the Environment Division director when technical assistance may be needed, outside the Tribes detailed regulations,
    • Issue and administer the Non-member fishing permits for SRMT waterways
    • Operate a water vessel (boat) to patrol and inspect Non-Members to ensure compliance with Non-Member fishing permitting, seasons, size limits and other applicable regulations
    • Work on developing policy and procedures as required to assist in the administration of the ECI position
    • Recommend existing policy or regulations amendments when required
    • Other assigned duties as required by director

    SUPERVISORY RESPONSIBILITIES:
    There are no supervisor requirements for this position,


    QUALIFICATION REQUIREMENTS:

    The Inspector must be willing to work under adverse climatic conditions including extreme cold and heat and be physically and mentally able to wear appropriate safety gear or special work wear when necessary.

    EDUCATION and/or


    EXPERIENCE:
    The position prefers a Bachelor of Science in Science, Engineering or Environmental Technology preferred. Minimum of a 2-year Science or Environmental Technology Degree with 2 years relevant work experience.
    The Inspector must demonstrate ability to utilize conventional desktop word processing software, spread-sheets and databases.
    This job requires considerable training and an individual must be willing and available to travel.
    OTHER SKILLS and


    ABILITIES:
    Clear concise verbal communication is along with written communication skills required. Must have excellent computer skills including word, excel, and experience with databases.

    Familiarity in the SRMT waterways and operating a water vessel (boat) is essential, to be a successful candidate for the position.


    REASONING ABILITY:


    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

    Requires analyzing information and
    using logic to address work-related issues and problems.


    The job requires one to:

    demonstrate ability to tell when something is wrong or likely to go wrong; to apply general rules to specific problems to produce answers that make sense and; the ability to combine pieces of information to form general rules or conclusions (finding a relationship among seemingly unrelated events).

    Possession of a valid Driver's License in accordance with Fleet Policy.
