    The Senior Program Analyst will consult, coordinate, and manage high-level projects for the Office of the Chief State Epidemiologist (OCSE) Division.

    This position is eligible for a hybrid work schedule. Selected applicants will be able to work remotely and in-person at DSHS Headquarters in Austin, Texas.


    Primary Responsibilities:

    • Provide technical assistance to OCSE Division staff on policy development and coordination and grant coordination.
    • Coordinate legislatives activities, including responses to legislative inquiries, assignments, reports, and initiatives.
    • Interpret state and federal rules/regulations and develop policies, processes, and other written materials.
    • Manage strategic planning processes and develop policies, processes, and other written materials.

    The ideal candidate will be a strong writer with extensive analytical skills, document development skills, and excellent interpersonal skills.

    The Senior Program Analyst will facilitate and represent the Division in meetings, workgroups, and committees to accomplish core work activities.

    The minimum qualifications for this position are listed below in the Initial Screening Criteria section.

    Essential Job Functions:
    (35%) Oversee the development of documents, including written reports, briefing materials, presentations, guides, memoranda, correspondence, articles, newsletters, internal/external inquiries, and open records requests. Represent the Division and serve as facilitator for meetings, workgroups, and committees as needed.

    (25%) Serves as a point of contact for Government Affairs and other agency departments; Assists with Strategic and Operational Plan development and monitoring; Reviews and analyzes existing and proposed legislation, develops and monitors reports, responds to legislative appropriations request (LAR) responses, prepares briefing materials, coordinates hearings, bills, and fiscal analyses, and reviews fiscal impacts and cost estimates.

    (15%) Serves as the team lead on internal process and/or quality improvement activities. Manages quality improvement projects for the Division; Analyzes internal processes, recommends areas for improvement, and implements procedural/policy changes to improve operations.

    (20%) Interprets policies and procedures to provide advice and ensure compliance with applicable laws and regulations and prepares justifications for/assists in implementing procedural or policy changes. Supports Division grant activities and assists with coordination and management activities.

    (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations Plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

    Knowledge Skills Abilities:

    Knowledge of public health programs and practices and policy and procedure research, analysis, and development standards, practices, and strategies.

    Knowledge of legislative, budget and/or public administration activities, federal grant development and/or coordination is preferred.

    Skill in written and oral communication, including writing, editing, reviewing and analyzing information and documents and presenting information.

    Ability to apply a critical and analytical approach to problem-solving, lead/manage workgroups and implement best practices, and to gather, assemble, correlate and analyze facts and evaluate and interpret laws and rules.
