    The Senior Regulatory Affairs Manager is a key member of the Legal, Regulatory Affairs & Compliance (LRAC) team.

    This position will report to the Director, Legal, Regulatory Affairs & Compliance, and will take the lead on managing a portfolio of federal regulations, inclusive of policy development, external advocacy work, and gathering internal feedback in support of the advocacy work.

    The Senior Regulatory Affairs Manager will also serve as the LRAC subject matter expert for all project implementation work associated with the assigned portfolio of regulations.

    The Senior Regulatory Affairs Manager works with cross-functional teams to interpret, summarize, and implement federal regulations/guidance effectively and efficiently. This position also leads responses to external requests for information from regulatory agencies and external auditors.

    The Senior Regulatory Affairs Manager, in collaboration with the Director, LRAC, will lead the federal advocacy efforts through trade associations, including America's Health Insurance Plans (AHIP).

    The Senior Regulatory Affairs Manager also develops and maintains familiarity with key health plan operational processes to inform our advocacy efforts.

    The Senior Regulatory Affairs Manager serves an important role in ensuring our organization's adherence to applicable laws, regulations, and industry standards.

    This role involves conducting research, monitoring regulatory changes, and implementing compliance programs to mitigate risks and maintain the organization's legal and ethical standing.


    Principal Duties and Responsibilities:

    • Lead the management of a portfolio of federal regulations, inclusive of policy development, external advocacy work, and gathering internal feedback in support of the advocacy work.
    • Serve as the regulatory subject matter expert on implementation projects impacted by federal guidance and/or regulations.
    • Advise business stakeholders within Mass General Brigham Health Plan on federal guidance and regulations impacting Mass General Brigham's overall Business Strategy.
    • Advocate for Mass General Brigham Health Plan on trade association calls and provide stakeholder feedback on policy and regulatory items.
    • Stay informed about relevant government regulations, industry standards, and compliance requirements.
    • Monitor and track federal guidance and regulations.
    • Conduct ongoing research to understand the impact of regulatory changes on the organization's operations.
    • Conduct a review and audit of policies and procedures; recommend opportunities to strengthen the internal control structure.
    • Lead cross-organizational compilation of feedback regarding proposed federal guidance and regulations in support of our federal advocacy efforts.
    • Lead responses to requests for information from federal regulatory agencies (CCIIO, CMS, Department of Labor) and external auditors.
    • Communicate in multiple mediums to all levels of staff.
    • Provide clear, concise and timely information to key constituents regarding regulatory and compliance issues.
    • Effectively plan and transition regulatory deliverables to day-to-day "lights on" operations and to Compliance for routine monitoring.
    • Provide and cultivate effective meeting management skills and participation.
    • Hold self and others accountable to meet commitments.

    • Unquestionable integrity.
    • Juris Doctor or master's degree strongly preferred.
    • Bachelor's degree required and 8 years of relevant experience with broad-based knowledge of commercial health insurance and/or government programs, with a focus on federal regulation.
    • Previous health plan experience preferred.
