    Description


    The Rules, Regulations and QC Director will support the Head of RRP Regulatory Submissions in coordinating the maintenance of enhancements to the capability inventory in alignment with latest regulatory requirements and guidance for Citi's Recovery (Citigroup, CBNA) and Resolution (IDI, 165(d)) plans.

    They will also be responsible for reviewing, challenging, and quality control of narrative components to promote alignment with requirements and partnering with various senior stakeholders and subject-matter experts (SMEs) to prepare RRP submissions aligned with senior management and regulatory requirements and expectations.

    ResponsibilitiesCoordinate maintenance of and enhancements to the capability inventory in alignment with latest regulatory requirements and guidanceCollaborate with various internal teams such as Risk, Operations, Treasury, Finance and Legal to gather necessary inputs for RRP submissionPerform review and challenge and quality control of narrative components to promote alignment with requirementsProvide SMA insights related to evolving rules and regulations and Citi's compliance with the requirementsDevelop the executive summary and key central chapters of the Recovery and Resolution PlansCoordinate review and challenge as well as quality control across all Recovery and Resolution plan componentsDevelop summary and supporting materials to support Board and other required signoffs on the PlansDevelop traceability for regulatory requirements, expectations, and peer practices and ensure plans and capabilities alignKnowledge, Experience, and SkillsEducation:
    Bachelor's or master's degree in business, finance, economics, law, or related fieldsExperience: 15+ years of relevant experience in corporate treasury, risk management, financial regulation, project management, or similar fields

    Communication Skills:
    Excellent oral and written communications skills; must be articulate and provide direction with judgement and authority to enable effective engagement with senior stakeholdersExpertise: Demonstrated expertise in a role focused on and comprehensive understanding of capabilities as well as proven track record with testing programs (e.g., developing testing templates, standards, criteria, documentation and after action reporting)

    Understanding of Regulatory Environment:
    Deep knowledge of financial regulations and requirements, particularly those relating to recovery and resolution planningCapital and

    Liquidity Management Knowledge:
    Should understand the complexities of capital and liquidity management

    Compliance Management:

    Knowledge and experience in ensuring compliance with regulatory requirements as well as experience representing large financial institutions (preferably G-SIBs) with regulatory bodies (e.g., OCC, FDIC, FRB, PRA, EBA, etc.)



    Analytical Skills:
    Highly developed analytical and problem-solving skills

    Technical Skills:
    Proven track record with project management and project management tools (e.g.
