    This position will be part of MNIT's Office of Transformation and Strategy Delivery, which uses purpose-driven, innovative approaches to enable agencies to deliver modern services that benefit Minnesotans.


    As the Business Analyst you will perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met.

    In particular, this includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.


    The Business Analyst assists as a liaison between IT and business representatives in the design of system functional additions or modifications and collaborates on implementation planning for changes and releases.

    This position is also responsible for documenting system changes, problem identification and resolution, and ongoing maintenance of project information and documentation.

    This position is currently eligible for full-time telework:


    Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St.

    Paul, Minnesota.
    Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

    Minimum Qualifications

    Candidates must clearly demonstrate all of the following qualifications in their resume:

    This position requires a minimum of two (2) years of experience in performing IT business analysis functions.


    Experience must include:
    Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
    Customer service skills that include active listening, empathy, and problem-solving.


    A bachelor's degree or higher in Information Technology or an IT related field substitutes for two (2) years of experience, OR an IT or related associate's degree substitutes for one (1) year.

    Preferred Qualifications


    Demonstrated experience in taking on new challenges with a sense of urgency, and a drive to complete initiatives and attain results.


    Experience with Sciforma or Planview:
    entering project data, pulling portfolio reports, looking up projects and assessing their health.

    Ability to communicate clearly and succinctly; present information to team members and stakeholders in a comprehensive style and impart complex concepts and information to non-technical stakeholders.

    Proven ability to build working relationships to collaborate and work effectively with a variety of stakeholders—as part of a team.

    Ability to organize and prioritize deadlines and work with limited direction, define problems as they arise, and recommend alternative solutions.

    Experience in technical troubleshooting, or an application support role.
    Experience working in Agile environment.
    Experience in advanced Excel skills, SQL or scripting language.
