- Review animal waste applications with respect to the adequacy of the site and soils proposed to be used for land application of animal waste.
- Follow-up compliance and enforcement activities for animal operations in the state.
- Review sites associated with non-compliant facilities that have caused environmental harm and facilities with certified plans that are inadequate to meet state requirements.
- Review detailed technical information and analyze and report inaccuracies to the supervisor for resolution.
- Serve as technical resource to Section staff and assist the Section with special assignments.
- Serve as a technical resource for and communicate technical and regulatory information to divisional staff, permittees, general public, and clients from other state and federal divisions.
- Demonstrated knowledge of statutes, laws, rules, regulations, and/or policies that govern or influence environmental and/or natural resource management programs.
- Demonstrated experience organizing or supervising the work of others.
- Demonstrated experience analyzing, interpreting, and/or evaluating data, reports, or proposals pertaining to water quality or other environmental programs.

This Environmental Program Consultant reviews land-based animal feeding operations, provides technical expertise to the AFO program in the review, development, and management of the animal waste management permitting program, and assists in the development of the requirements that the regulated community must follow to protect water quality and the environment.
Key Responsibilities:
The Animal Feeding Operations Program within the Water Quality Permitting Section has regulated animal operations (swine, cattle, and poultry with liquid waste management system etc.) and established siting requirements for application setbacks from property boundaries and perennial streams since 1992.
AFO is responsible for permitting and compliance activities across the state and provides customer service and technical assistance to permittees, general public, industry, and government agencies.
Staff is responsible for development of general permits or permit template language; permit application reviews and permit issuance; certification and/or authorizations; determination of the compliance status of permitted and regulated activities; and the initiation of enforcement actions and legal orders.
The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers.
This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts.
The Division comprises six Sections:
