    Description
    SCOPE: The Manager of Asset Management Services has the responsibility of ensuring compliance of the rules and regulatory requirements associated with the agency's, Low Income Public Housing, Leasing Eligibility, Relocation, Residents Services and Work Order Center. This position reports directly to the Director of Asset Management.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.
    • Manage the activities of the Eligibility Work Order Center, Relocation, and Resident Services staff (direct/indirect) and is responsible for the overall integrity and quality of the work product; provide guidance with questions regarding various duties within department.
    • Provide leadership to the Eligibility, Work Order Center, Relocation and Resident Services staff on following proper procedures and application of appropriate regulations and/or policies.
    • Ensure staff compliance with all relevant HUD, State, Federal, and the CMHA rules, including compliance with deadlines and performance schedules.
    • Maintain a working knowledge of current regulatory requirements for all Low-Income Public Housing programs;
    • Ensure initials, eligibility, and waitlists are being processed in an accurately and timely manner for Low Income Public Housing;
    • Ensure staff is being trained on any changes in regulatory requirements;
    • Responsible for the discipline, approving of leave, etc., mentoring and coaching of Compliance and Eligibility staff in effort to achieve established goals and enhance individual and group performance; completion of annual performance reviews;
    • Manage waitlist for Low Income Public Housing;
    • Pull from various waitlists depending on property/site needs;
    • Ensure applicants are processed for eligibility in a timely manner (1st, 2nd appointments, withdraw from waitlists);
    • Ensure waitlist compliance;
    • Manage front desk for Leasing:
    • Maintain confidentiality at all times; and
    • Perform additional duties as assigned.

    QUALIFICATIONS:
    To perform this job successfully, an individual must be able to perform each competency satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
    • Working knowledge of Fair Housing Laws, Affordable Housing (Low Income Housing Tax Credits,Housing Choice Voucher, Low Income Public Housing), Annual Re-certifications, LIHTCCompliance Regulations, Voluntary Conversion (Project Based) and Leasing;
    • Strong math, analytical, oral and written communication skills;
    • Proven ability to conduct research, coordinate multiple projects, solve problems, prepare/updatesupporting documentation and maintain records;
    • Demonstrated ability to work independently as well as part of a team, to exercise tact anddiplomacy and maintain confidentiality;
    • Working knowledge of TRACS, Vouchers, and Special Claims;
    • Recognize when MAT errors are generated and the different possible categories errors;
    • Apply various tips for successful submission to TRACS;
    • Monthly report of status of Initial Certifications, Annual Certifications and Interim Certifications;
    • Ensure all updates for annual income limits and utilities for all affordable properties;
    • Ability to work under pressure and successfully meet deadlines;
    • Excellent decision-making, interpersonal and time management skills;
    • Proficient in Microsoft word and excel programs;
    • Must be able and willing to travel to all company locations to carry out duties and responsibilities associated with compliance;
    • Ability to interpret Rules and Regulations;
    • Ability to do presentations to a diverse audience;
    • Prepare basic correspondence, organizational skills, and file organization;
    • Ability to handle shifting and multiple priorities in a fast paced, growth environment; and
    • Experience working with diverse groups, i.e. staff, residents, outside contacts.

    EDUCATION/EXPERIENCE/CERTIFICATIONS:
    • Minimum Associate Degree with five (5) years' experience in Affordable Housing;
    • Bachelor's degree preferred or equivalent experience and three (3) years' Affordable Housing and/or Compliance;
    • Specialist in Housing Credit Management (SHCM) Certification. Certified in Multi-Family Housing Specialist

    OTHER: The candidate must possess and maintain a valid driver's license in state of residence, and maintain an insurable driving record under the terms and conditions of the CMHA auto liability policy. The candidate may have no more than 4 accumulated points in 3 consecutive years.
