    COMPETITIVE MINIMUM QUALIFICATIONS:

    Program Operations Specialist Trainee 1:
    A bachelor's degree in a human services field.

    Program Operations Specialist Trainee 2:

    A bachelor's degree in a human services field and one year of experience in a federal or state certified human service program, which must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities.

    This experience must have included information gathering and analysis.


    • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

    Program Operations Specialist 1:

    A bachelor's degree in a human services field and two years of experience in a federal or state certified human service program.

    One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities.

    This experience must have included information gathering and analysis.


    • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

    COMPETITIVE MINIMUM QUALIFICATIONS:
    Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.


    REASSIGNMENT QUALIFICATIONS:


    Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operations Specialist 1.

    If you have less than one year, you must be currently reachable on the eligible list.


    TRANSFER QUALIFICATIONS:


    Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law.

    The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

    55 B/C QUALIFICATIONS:

    • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

    The position may be filled at the Program Operations Specialist Trainee 1 level equated to SG-13, ($49,363), Program Operations Specialist Trainee 2 level equated to SG-14 ($52,198) or full performance Program Operations Specialist 1 SG-18 ($65,001), based on education and experience.

    Candidates hired at the trainee level will be advanced to the full performance Program Operations Specialist 1 SG-18 following the successful completion of the traineeship.


    Duties Description The New York State Office of People With Developmental Disabilities (NYS OPWDD) has approximately 18,000 employees across 1,000+ locations, and provides services to approximately 121,000 people with intellectual and/or developmental disabilities.

    OPWDD recently created the Executive Office of Diversity, Equity, and Inclusion with the charge to incorporate DEI objectives and methodologies throughout key business functions and executive ranks in OPWDD.

    With this position, we are looking for a supportive team member who is organized, eager to learn, and has a strong sense of responsibility to their coworkers and communities.

    The mission of the Executive Office of Diversity, Equity, and Inclusion is two-fold:

    (1) Create a strong safety net of equitable service access and utilization for all people with disabilities, regardless of income, race, religion, communication style, language, sexuality, gender, location, and other characteristics, and

    (2) Support a diverse and inclusive positive working environment for employees in which everyone can reach their potential and maximize their contributions to OPWDD's strategic goals and objectives.


    The Program Operations Specialist 1 will report to the Chief Diversity Officer and support them to complete critical professional and administrative tasks to meet the daily needs of the office and agency, and carry out the mission of the Office.

    The position will work closely with all members of the DEI team, interact with OPWDD leaders and staff from other divisions and in multiple locations of NYS, and interface with multicultural provider agencies, family members, and all community partners.


    The Chief Diversity Officer and all members of the DEI team will support the growth, content knowledge, and skillset of the chosen candidate.

    The team will provide an extensive onboarding process, which will include introductions to DEI staff, overview of all DEI portfolio and projects, orientation to all aspects of the DEI Office, and overview of the agency.

    The chosen candidate will be encouraged to share their learning goals, regularly seek out opportunities for professional development, and become a valued member of the Executive Office of Diversity, Equity, and Inclusion.

    Duties include but are not limited to the following:


    • Serve as support for the agency's Chief Diversity Officer to promote the planning, development, implementation, and operations of the Executive Office of Diversity, Equity, and Inclusion.
    • Determine appropriate action and/or follow up, serving as a representative for Chief Diversity Officer. This requires the ability to carry out appropriate communications with, and on behalf of, Chief Diversity Officer.
    • Provide key administrative and facilitation support to Chief Diversity Officer. This includes drafting agendas and meeting materials, following up on action items, scheduling meetings, submitting ITS tickets, and completing travel reimbursement paperwork.
    • Provide operational support to Chief Diversity Officer, which will include identifying new opportunities for efficient processes and implementing improvements to address gaps in office protocols.
    • Carry out protocols for onboarding, offboarding, reviewing resumes, arranging interviews, and completing hiring paperwork.
    • Design and facilitate monthly DEI Office meetings, team-building exercises, and various tutorials or workshops.
    • Identify opportunities for training, workshops, conferences, team-building, and professional development for themselves and colleagues in the DEI Office.
    • Maintain various program files including electronic files and folders, policy and procedure materials, etc., while analyzing and regularly assessing the need for alterations or updates.
    • Support the Chief Diversity Officer to carry out agency and statewide diversity and inclusion activities. This includes participating in project planning, eliciting status updates from DEI units and leads on projects, and managing own projects and workplans.
    • Create, edit, and vet high-level documents that range from correspondence materials to excel spreadsheets.
    • Compose correspondence, charts, graphs, and presentations utilizing the Microsoft Office Suite and researching information to include in supporting materials.
    • Participate in workshops and meetings regarding DEI and cultural and linguistic competence, OPWDD policy and practices, Medicaid data, and other topics.
    • Respond to inquiries regarding program policies, procedures, and services; provide publications, forms, and information regarding DEI programs and services.
    • Assist the DEI team in conducting research in laws, rules, regulations, and procedures related to DEI processes and initiatives.

    Additional Comments NY HELPS

    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment.

    This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

    If you are hired under the HELPS Program, you will be first be appointed as a temporary employee.

    In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive.

    Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified.


    At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status.

    You will not have to take an exam to gain permanent competitive status.


    • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service
    Law, you may be appointed to this title as a permanent competitive employee

    Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
