    Summary

    Senior Engineer: Under the general direction of the Principal Engineer, perform highly responsible civil engineering work, execute and manage complex engineering and Capital Improvement Program projects; work closely with operations staff implementing infrastructure upgrades, repairs, and replacements; oversee consultants, contractors and subordinate staff in project execution; prepare various reports, requests for proposals, contracts, etc., necessary for implementing various water, recycled water, and wastewater related projects. This is a journey level fully qualified engineering professional with incumbent having considerable independence in selecting work methods and procedures. Duties and responsibilities are carried out with considerable independence within the framework of established policies and procedures. The work of this class is complex and involves significant accountability and independent decision-making responsibilities. (Base Salary Range: $130, $176,300.80 Annually, D.O.Q.)

    Principal Engineer: Under the general direction of the Director of Engineering, supervise the work of engineering personnel; provide professional engineering expertise; develop and manage major Capital Improvement Program projects and overall program; work closely with operations staff implementing infrastructure upgrades, repairs, and replacements; interface with governmental agencies, developers, contractors, and engineering consultants; prepare various reports, requests for proposals, contracts, etc., necessary for implementing various water, recycled water, and wastewater related projects. Incumbent is required to utilize considerable independence in selecting work methods and procedures. Duties and responsibilities are carried out with considerable independence within the framework of established policies and procedures. The work is complex and involves significant accountability and independent decision-making responsibilities. (Base Salary Range: $145, $196,268.80 Annually, D.O.Q.)
    Essential Functions

    The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position.

    Senior Engineer:
    1. Act as project manager and/or project engineer for various engineering projects. Manage and monitor project budgets and schedules and update as necessary. Perform comprehensive oversight of the planning, design, procurement, and construction phases of assigned projects, as required.
    2. Respond to a variety of questions on the telephone or over the counter regarding water/sewer/recycled water facilities, fees, complaints, water pressure, utility locations etc.
    3. Interface with other District departments, governmental agencies, developers, contractors, and engineering consultants in conjunction with coordinating engineering services and functions.
    4. Prepare various reports, requests for proposals, contracts, etc.Review various documents, proposals, calculations, plans, etc.; select and recommend consultants.
    5. Review the tasks assigned to outside consultants performing work for the District to ensure projects are completed pursuant to the scope of work and within budget as established in the professional services agreement.
    6. Prepare construction plans and specifications, and review shop drawings, for District projects.
    7. Participate in the development, refinement, and implementation of various engineering programs such as corrosion control, pipeline liners, coatings, leak detection, performance testing, District standards, etc.
    8. Assist in private development workflow through the District, including:plan submittal, review, and approval; permitting, will serve, grease trap, fire flow, and backflow prevention programs; connection fee calculations; easement acceptance/coordination; project management; shop drawing review; and coordination between developers, contractors, and consultants.
    9. Perform resident engineer duties for construction activities associated with District facilities; support inspection, facility startup and commissioning activities as needed.
    10. Manage and maintain the District's hydraulic models; perform modeling analysis to respond to inquiries, analyze field conditions, or perform planning functions.
    11. Maintain project files.
    12. Coordinate and administer the communication lease program including coordination with cellular carriers for new and existing sites, plan checking, adherence to District standards, construction, and other related activities.
    13. Review contractual agreements with other agencies and consultants.
    14. Represent the District at meetings of public and professional organizations, maintaining good relationships with all outside agencies.
    15. Participate in the selection, counseling, and training of employees.Review and evaluate performance of assigned personnel while providing guidance and employee development goals. May recommend salary adjustments, promotions, or disciplinary actions for assigned staff.
    16. Review and recommend necessary resources, staffing needs and structure, and strategies to achieve goals and objectives of the various work assignments.
    17. Assist in the development of the department's operation budget. Assist in the preparation of the Capital Improvement Program budget.Monitor appropriations and expenditures. Recommend budget adjustments.
    18. Perform other duties as assigned.
    Principal Engineer:
    1. Plan, organize, coordinate, and direct the work of one or multiple work departments of the engineering division:recycled water, geographic information system, capital improvement program, private development, asset management, mapping and records, planning, and communications lease program.
    2. Act as project manager for groups of large complex civil engineering projects, including comprehensive oversight of the planning, design, procurement, and construction phases.
    3. Respond to a variety of questions on the telephone or over the counter regarding water/sewer/recycled water facilities, fees, complaints, water pressure, utility locations, etc.
    4. Interface with other District departments, governmental agencies, developers, contractors, and engineering consultants in conjunction with coordinating engineering services and functions.

    13. Supervise and direct the development, implementation, and maintenance of the District's Geographic Information System (GIS).
    14. Supervise and direct the communication lease program including coordination with cellular carriers for new and existing sites, plan checking, adherence to District standards, construction, and other related activities.
    15. Review contractual agreements with other agencies and consultants.
    16. Represent the District at meetings with public and professional organizations, maintaining good relationships with all outside agencies.

    20. Review and approve purchase requisitions for the various work divisions up to approved levels.
    21. Review and approve Board and Committee items prepared by staff.
    22. Present staff reports and make recommendations to the Board of Directors on issues for its consideration and action; carry out direction given by the Board of Directors.
    23. Provide leadership to the Engineering department in the absence of the Director of Engineering.
    24. Perform other duties as assigned.
    Qualifications

    Senior Engineer:
    1. Equivalent to a bachelor's degree from an accredited college or university in civil engineering or related field. Masters degree in a related engineering or management major from an accredited university is preferred.
    2. Five to twelve years of professional engineering experience in project management, planning, design, construction oversight, supervision and administration of water, recycled water, and wastewater facility implementation and utility operations.
    3. Must be a registered Professional Civil Engineer in the State of California.
    4. Must possess a valid California driver's license and maintain a safe driving record.
    Principal Engineer:
    1. Equivalent to a bachelor's degree from an accredited college or university in civil engineering or related field. Masters degree in a related engineering or management major from an accredited university is preferred.
    2. Minimum of ten years of professional engineering experience in project management, planning, design, construction oversight, supervision and administration of water, recycled water, and wastewater facility implementation and utility operations, including a minimum of 3 years of progressively responsible supervisory experience.
    3. Must be a registered Professional Civil Engineer in the State of California.
    4. Must possess a valid California driver's license and maintain a safe driving record.
    Physical Qualifications

    Must be able to carry, push, pull, reach, and lift parts weighing up to 40 lbs.; must be able to work in an environment that could produce exposure to dust, dirt, water, potable water, significant temperature changes, and inclement weather; and, must be able to communicate effectively with the Board of Directors, District staff and customers in face-to-face, one-on-one settings and in group settings.

    Health Insurance:

    Health insurance is offered to employees and their dependents through Anthem Blue Cross of California. Employees have the option of choosing HMO or PPO coverage.

    The employee's share in the monthly cost of coverage effective July 1, 2023 is as follows:

    Anthem HMO
    Employee Only = $119.71
    Employee + 1 = $251.39
    Employee & Family = $359.13

    Anthem PPO
    Employee Only = $393.57
    Employee + 1 = $826.48
    Employee & Family = $1,180.58

    Employee-paid premiums are deducted from the employee's pay on a pre-tax basis.

    An employee may elect, in writing, not to participate in the District's health, dental and vision insurance plans by providing written proof of other group health plan coverage. Employees electing not to participate in the District's health, dental and vision insurance plans shall be entitled to a monthly payment equal to $600.

    Dental Insurance:

    The District pays 100% of the premium for the employee and his/her eligible dependent(s) who are enrolled in dental insurance offered through Anthem Blue Cross. The dental insurance maximum benefit is $1,500 per covered individual, per calendar year.

    Vision Insurance:

    The District pays 100% of the premium for the employee and his/her eligible dependent(s) who are enrolled in vision insurance offered through Vision Service Plan (VSP).

    Life Insurance:

    The District pays 100% of the premium for life insurance provided by Anthem Blue Cross with a benefit of two times the employee's annual salary up to a maximum of $300,000. There is a benefit of $2,000 for the spouse of a covered employee until the spouse reaches age 70, and a benefit of $1,000 for the child of a covered employee who is between the age of 6 months to 19 years old, or up to age 23 if a full-time student.

    Section 125 Plan:

    The District offers a Section 125 Plan, which allows an employee to defer payroll taxes on medical insurance premiums and provides a Flexible Spending Account for qualified medical and/or dependent care expenses collected through payroll deductions.

    RETIREMENT PROGRAMS:

    California Public Employees' Retirement System (CalPERS):

    Tier 2:

    An employee who is hired after July 28, 2009 and is considered to be a "classic" CalPERS member, is enrolled in the CalPERS 2% @ 55 benefit formula with one year final compensation. Employees pay the 7% employee contribution, which is deducted from the employee's pay on a pre-tax basis.

    Tier 3:

    An employee who becomes a "new" member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date without a break in service of 6 months or more) is enrolled in the CalPERS 2% @ 62 benefit formula with three year final compensation in accordance with the Public Employees' Pension Reform Act of 2013 (PEPRA). New members pay 50% of the normal cost which is 8% effective July 1, 2023. CalPERS contributions are deducted from the employee's pay on a pre-tax basis.

    Federal Insurance Contributions Act (FICA):

    The District and the employee each contribute the 1.45% Medicare mandatory contribution. The District and employee will not contribute towards Social Security.

    Deferred Compensation:

    Participation in a 457(b) deferred compensation plan is available through Lincoln Financial Group. This plan is a supplemental retirement plan that allows employees to defer compensation on a pre-tax or post-tax basis through a payroll deduction. Enrollment is voluntary and 100% employee-paid with a maximum contribution in 2023 of $23,000 or $30,500 for employees who are age 50 or older.

    Concurrent participation in a 401(a) plan is available through Lincoln Financial Group. The District matches a portion of the employee's 457(b) deferred compensation contribution, up to a maximum of 2% of salary, and those funds are contributed directly to the 401(a) plan.

    PAID TIME OFF:

    2024 Holidays:

    The District observes the following paid holidays for all employees:
    New Year's Day - January 1
    Martin Luther King Day- 3rd Monday in January
    President's Day - 3rd Monday in February
    Memorial Day - Last Monday in May
    Independence Day - July 4
    Labor Day - 1st Monday in September
    Veteran's Day - November 11
    Thanksgiving Holiday - Thanksgiving Day & Day After
    Christmas Eve - (Half day) December 24
    Christmas Day - December 25
    New Year's Eve (Half day) - December 31

    Each employee accrues 30 hours of Floating Holiday each year on July 1. Employees may not carry a balance of more than forty (40) hours of floating holiday at any time and should make every effort to use floating holiday prior to using vacation leave.

    Vacation Leave:

    All Non-Management employees accrue vacation leave as follows:

    1st year through 5th year = 80 hours per year
    6th year through 10th year = 120 hours per year
    After 10 years of continuous employment = 160 hours per year

    An employee cannot accrue more than 200% of his/her annual vacation accrual. For example, an employee accruing 80 hours of vacation per year can accrue up to 160 hours before the employee ceases to accrue vacation.

    The District will pay out vacation hours, provided the employee has used at least 40 hours of his/her annual vacation accrual during the 12 months preceding May 31. Vacation cash outs are paid once per year in June. The maximum vacation leave an employee is able to cash out per calendar year is 120 hours.

    Sick Leave:

    All employees accrue sick leave equivalent to 96 hours per year. An employee may carry over a maximum of 176 hours of sick leave each year. An employee who has accumulated sick leave hours greater than 176 will receive compensation for 75% of those hours over 176. Sick cash outs are paid once per year in December.
