    DESCRIPTION:


    CareerSource Broward (CSBD) has an exciting opportunity for a detailed, organized manager for our Welfare Transition Program & Supplemental Nutrition Assistance Program.

    The selected data-focused professional with solid leadership skills will monitor and guide assigned program staff and participants to ensure they and the agency meet or exceed program performance requirements.

    Job Description


    Oversee and administer Federal and state-funded workforce development, the Welfare Transition Program (WTP), the Supplemental Nutrition Assistance Program, Employment and Training (
    SNAP E&T), and special grants.

    Monitor and guide assigned program staff and service providers on related contracts, ensuring they meet or exceed contract and performance requirements.

    Manage all administrative functions according to local, state, and federal guidelines.
    Provide staff with ongoing technical assistance, consultation, and expert advice to meet or exceed local and State performance measures.
    Conduct site visits, provide training and technical assistance, review and monitor files, and maintain ongoing communications with program staff. Provide written corrective action to program staff when necessary.
    Monitor and evaluate goals and performance standards. Prepare gap analyses for Staff. Recommend strategies to improve and enhance performance. Analyze systems and make continuous improvement recommendations so staff can meet or exceed program outcomes.
    Represent CareerSource Broward (CSBD) in investigating and resolving client issues and other matters of significance. Represent the agency in handling complaints, arbitrating disputes, and resolving grievances associated with assigned program staff.
    Develop expertise in the Welfare Transition Program,
    SNAP E&T program, other assigned special grants, etc. Stay abreast of changes in designated subject matter and assist staff with your expertise as needed.
    Oversee staff performance goals and objectives to ensure that programs meet established goals.
    Review and analyze invoices on a timely basis. Determine trends and variances in relationship to the budget. Develop action plans to resolve problems as a result of variances.

    Serve as liaison between the agency and the federal, state, and local entities responsible for administering the funded programs and grants.

    Verify that support staff comply with federal, state, and local regulations.
    Coordinate program activities with other support services agencies in the county.
    Prepare weekly, monthly, annual, and biannual reports as required.
    Analyze data generated by the State MIS Systems.
    Provide information regarding program requirements, reporting requirements, policies, procedures, changes, form requirements, and other information.
    Research programmatic issues as necessary.
    Attend meetings representing CSBD to outside organizations, agencies, and others.
    Attend a wide variety of agency internal meetings.
    Coordinate activities with other CSBD departments as necessary.
    Participate in the agency's quality improvement initiatives by continually focusing on strategic planning and improving customer service.
    Communicate courteously and professionally with coworkers, management, staff, clients, and the general public.
    Conform with and abide by all regulations, policies, work procedures, and instructions.
    Respond promptly when returning telephone calls and replying to correspondence, emails, and faxes.
    Perform other duties as assigned.

    Education and Experience Requirements

    A Bachelor's degree in business administration, social sciences, or related field is preferable. Two years of job counseling, social work, or relevant experience developing, coordinating, and processing systems are necessary.

    The incumbent must be experienced and demonstrate strong oral and written communication skills since the position requires significant report writing and public speaking responsibilities.

    The incumbent must be proficient in all Microsoft Office applications and possess extensive Word and Excel skills.

    The incumbent must also be able to utilize state workforce development databases and use the Internet to conduct research and obtain data.

    The individual must use their transportation to travel from site to site.
    Requires the ability to analyze data, problem-solve, and understand complex situations.

    Also required is the ability to communicate orally and in writing; the ability to establish and maintain effective working relationships with other employees at all levels and the general public; good oral and written communication skills; good presentation and public speaking skills; and familiarity with local economic conditions, social service agencies, and geography.

    Knowledge of WTP and
    SNAP E&T regulations and laws, as well as knowledge of effective case management procedures, is preferred
