    Job Description:


    Program Specialist III Performs complex (journey-level) consultation services and assistance with planning, development, and implementation of training programs specific to state hospitals and state supported living center facility employees.

    Work involves planning for training program needs based on needs analysis, identifying gaps in resources, evaluating training programs to ensure efficient and adequate delivery of training content to state hospital and state supported living center staff.

    Develops recommendations for improvements to training programs to increase their effectiveness and identifies and recommends long-range training goals.
    Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

    Essential Job Functions:

    Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

    1.

    Provides consultation to instructional designers and designs print and computer-based training materials, activities, assessments, and video content specific to the training programs of state hospitals and state supported living centers to fill identified training gaps and meet customer and stakeholder needs.

    2.

    Serves as consultant process expert to provide quality control for instructional design, curriculum development, incorporation of adult learning principles, video content development, and implementation of training delivery specific to facility training programs, and Health and Specialty Care System, Competency Training and Development.

    Serves as consultant process expert to review, analyze and evaluate information about facility training programs collected from evaluations and feedback from participants, instructors, facility training departments and, leadership to provide recommendations for revisions to improve training content, delivery and effectiveness, and plan for long-term training program goals; serves as project manager for course data and content refresh schedule, including scheduling with training program coordinator and subject matter experts to ensure content refresh is completed in a timely manner; assists training programs to stay abreast of upcoming refresh deadlines; coordinates production of updated video content.

    Conducts policy review and research as needed to assist in developing and revising training products and programs to assure that Health and Specialty Care System training programs are in compliance with applicable agency policies, state and federal laws, and accreditation standards of oversight authorities.


    Knowledge Skills Abilities:
    Knowledge of training and development training programs, processes and procedures at state hospitals and state supported living centers
    Knowledge of instructional design and adult learning principles
    Knowledge of authorities responsible for oversight of state hospitals and state supported living centers
    Skills in using Microsoft Office Suite, including the use of styles
    Skills in oral and written communication
    Skill in time management
    Ability to formulate and evaluate learning objectives
    Ability to evaluate effectiveness of training programs
    Ability to communicate complex information in a way that is tailored to the audience of learners
    Ability to gather, assemble, correlate, and analyze facts
