    Job Summary:
    The Clinic Nursing Manager supervises the clinical nursing team and nursing services of the medical clinic. Works in a dyad structure with the Clinic Administrative Manager.

    Principal responsibilities include nursing operations, managing nursing staff and resources (RN, LPN, and MA staff), and maintaining compliance with all policies, procedures, and regulations.

    Works with clinic providers to maintain and improve services. The Clinic Nursing Manager facilitates communication, coordination, and collaboration regarding the identification, planning, and provision of high-quality, cost-effective care.

    Education Background and Experience Minimum Education:

    • Associate's degree in Nursing
    • Three years' experience or more working in a primary care clinic setting
    One year experience or more of supervisory or managerial experience in a primary care clinic settingRequired Licensure / Certifications:
    Current, unrestricted Washington State Registered Nurse (RN) licenseRequired Experience:

    • Ability to work with providers in a collaborative manner
    • Knowledge of Medicare, Medicaid, third-party payors
    • Knowledge of Electronic Medical Records
    Experience with data gathering, report generation, and data analysisPreferred Qualifications:

    • Bachelor's Degree in Nursing
    • Experience with Provider-Based Rural Health Clinic rules, regulations, policies, and procedures
    • Experience with the Cerner electronic health record system
    • Bilingual in English/SpanishProfessional Requirements

    RequirementsEssential Job Functions 1. Manages the day-to-day operation and coordination of nursing services following organizational goals and objectives.2. Develops strong, collaborative relationships with the Clinic Administrative Manager, Clinic Medical Director, and provider staff.3.

    In conjunction with the Clinic Administrative Manager, responsible for the safety and comfort of patients, and the health and safety of staff.

    4. In conjunction with the Clinic Administrative Manager, manages the clinic to improve patient, provider, and staff satisfaction.5. In conjunction with the Clinic Administrative Manager, identifies opportunities to measure, evaluate, and increase quality, safety, effectiveness, and efficiency.6.

    In conjunction with the Clinic Administrative Manager, develops policies, procedures, and training to ensure continuity of care with referrals for follow-up care, arrangements for appointments, and collaboration with other healthcare professionals.7.

    In conjunction with the Clinic Medical Director, develops policies, procedures, and training for the nursing-related business, technical, and support activities of the medical clinic.8.

    In conjunction with the Clinic Medical Director, develops policies, procedures, and training for patient triage by obtaining a detailed health history and history of the patient's chief complaint(s); assesses the patient's condition recognizing the range of normal and the manifestations of common abnormalities; determines the basic nature and urgency of the patient's condition and makes appropriate referrals to health care staff.9.

    In conjunction with the Clinic Medical Director, develops policies, procedures, and training for nursing staff in the medical protocols to treat stable phases of chronic illnesses and minor health problems.10.

    In conjunction with the Clinic Medical Director, develops policies, procedures, and training for the correct documentation in the patient's electronic health record for observations, assessments, interventions, telephone calls, therapeutic measures administered, patient education, external documents, and referrals for follow-up care as needed.11.

    In conjunction with the Clinic Medical Director, develops policies, procedures, and training for the administration of medications.12.

    In conjunction with the Clinic Medical Director, develops policies, procedures, and training to educate patients and families about the management of medications, nutrition, treatments, and necessary tests at home.13.

    Develops policies, procedures, and training to support population health programs including using electronic patient registries to manage important preventative health services.

    Will identify patients who require scheduled follow-up and work with other nursing and medical staff to coordinate patient care.14. Responsible for promptly managing nursing staff and/or patient complaints/grievances.15.

    Directs and evaluates the department's nursing workforce in terms of overall staffing and scheduling in conjunction with primary care, specialty, and patient care needs.

    Maintains appropriate staff-to-provider ratios.16. Recruits nursing staff members who are in congruence with service excellence and quality patient care.17. Select, train/orient, assign, and schedule nursing department staff.18. Oversee the completion/monitoring of nursing staff competencies.19. Manage nursing staff timecards, time-off requests, and other payroll functions as required. 20. Develop and maintain current nursing job descriptions and conduct annual employee evaluations.21. Engage in ongoing feedback on the effectiveness of nursing staff members in their roles.22.

    Provides for professional growth and development of nursing staff through identification of needs, sponsoring training programs, encouraging education (formal and continuing) efforts, and evaluation of work performance.23.

    Assists Clinic Administrative Manager with the supervision of the call schedule for MVC, provider schedules, approve and schedule provider vacation requests, CME, travel, vouchers, etc.

    24. Assists Clinic Administrative Manager with planning and facilitating periodic staff meetings and provider meetings.25. Be familiar with the collective bargaining agreement of the UFCW Local 1001, USNU and Mid-Valley Hospital.26. Assures compliance with applicable Provider-Based Rural Health Clinic regulatory standards and clinic accreditations.27. Maintains Clinic reports and statistics for administrative, regulatory, and reporting purposes.28. Develops goals and objectives, and establishes and implements policies and procedures for Clinic nursing operations.29. Keeps Administration informed of Clinic nursing activities, accomplishments, needs, and problems.30. Institutes necessary modifications to clinic nursing procedures and department resource commitments as financial changes dictate.31. Monitors systems for timely, accurate charge entry, coding, and reconciliation.32. Maintains a current awareness of third-party reimbursement regulations and contractual arrangements 33. Stays abreast of new technology in supplies and equipment and evaluates for quality or cost improvements.34. Assists Clinic Administrative Manager with developing, justifying, and maintaining the budget. Monitors patient revenues, expenses, and operating expenses, and provides appropriate reports to Administration.35. In conjunction with the Clinic Administrative Manager, prepares documentation and participates in evaluating and acquiring capital equipment and supplies.36. Consults with administration concerning capital expenditures, staffing requirements, and other department needs.37. Covers for absentee staff as appropriate.38. Performs other relevant duties as assigned.
