    Under general supervision, performs daily work assignments for the Crisis Intervention Program (CIT) Division of the Alamogordo Police Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

    Recruitment Qualifications

    Required:

    Must possess a Graduate-level Counseling degree from an accredited institution and be licensed in the State of New Mexico as a:
    • Psychologist/Psychiatrist/PsyD.; or
    • Licensed Professional Counselor; or
    • Licensed Clinical Social Worker; or
    • Licensed Counselor or Marriage and Family Therapist; or
    • Licensed Registered Nurse with Specialized Mental Health Training; or
    • Licensed Master Social Worker; or
    • Licensed Mental Health Counselor.
    Must have the following:
    • Experience working with clientele diagnosed with serious mental illnesses;
    • Experience working with clientele with substance use disorders;
    • Valid New Mexico Driver's License, or the ability to obtain within sixty (60) days, with a driving record acceptable to the City of Alamogordo; or
    • Any equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities.
    Desired:
    • Training and/or experience in crisis intervention and law enforcement setting and familiarity of police and emergency response for crisis intervention.
    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:
    • The mental health care system operating within the City of Alamogordo and Otero County;
    • The laws, rules and regulations relating to crisis intervention services and suicide prevention programs;
    • Law enforcement community-based policing programs as outlined in the President's Task Force on 21st Century policing, and experience in serving historically disadvantaged and underserved populations including the economically-disadvantaged, persons of color and the LGBTQ community;
    Skill/Ability to:
    • De-escalate, work with and counsel suicidal/distraught clients of all ages;
    • Work autonomously in a high-paced/stressful team-oriented environment;
    • Demonstrate proficiency in both oral and written communication; understand and follow instructions;
    • Perform tasks and other daily activities in a positive and professional manner alongside employees of varied backgrounds and personalities;
    • Attend work, as scheduled and on a regular basis, to effectively perform the position's essential duties and responsibilities;
    • Exercise common sense and good judgment in the performance of essential duties;
    • Operate computer and standard office-based software and databases; and
    • Practice effective interpersonal skills.
    Essential Duties

    Essential Duties
    • Mobile Crisis Response Team (MCRT) responds to emergencies and crisis calls from consumers, families, law enforcement and other agencies in the City of Alamogordo and within Otero County, as requested and able;
    • Responds to emergency calls for service to provide assessment and intervention services to individuals experiencing behavioral health emergencies/crisis and provides after-hours response as required;
    • Receives and responds to crisis hotlines as applicable and coordinates the activities of others to assure such responses occur within a goal of one hour or less;
    • Prioritizes crisis calls and response to emergency calls for service;
    • Completes and submits applicable clinical documentation regarding services provided;
    • Evaluates and documents program and consumer progress according to measurable goals;
    • Reviews and approves documentation and plans of care developed by other staff to ensure services are consistent with the level of care required for each individual's needs;
    • Monitors the quality and effectiveness of services provided as applicable;
    • Conducts comprehensive clinical assessments as a part of the intake and diagnostic process, ongoing provision of services, and/or crisis intervention;
    • Identifies individual needs and diagnoses substance use and/or mental health disorders;
    • Assesses individual risk assessments for suicide or homicide and other safety related concerns;
    • Completes Baker Act Documentation when required and completes safety planning with individuals in crisis;
    • Determines risk level of patients through triage of a mental health crisis;
    • Implements the SAFE-T screening tool to assess and intervene with high risk patients of all ages;
    • Determines the need for medication evaluation and referral;
    • Interprets and communicates relevant information to consumers, families and other stakeholders as applicable;
    • Networks with other community agencies to research and coordinate a variety of resources and services to address comprehensive, intensive, or long-term individual needs;
    • Encourages the establishment and maintenance of support systems;
    • Collaborates with other providers in the development, implementation, execution and review of plans;
    • Assists in the facilitation/coordination of psychotherapy and other clinical and therapeutic services for a designated case load of individuals, groups and families with complex, intensive, or on-going needs to include inpatient or outpatient treatment and transportation to treatment settings;
    • Monitors provided services are consistent with individual treatment plans;
    • Initiates and attends individual and/or group meetings and provides services in a community-based setting;
    • Organizes and facilitates skill development, clinical and support groups;
    • Arranges for appropriate care and services;
    • Reviews and updates diagnosis and level of care as applicable;
    • Collaborates with hospital providers for involuntary hospitalizations as applicable and in a timely and accurate manner;
    • Provides clinical therapy and counseling to individuals, couples and families as applicable;
    • Provides crisis debriefings to personnel and assists the Department in developing and maintaining a Peer Support Program;
    • Documents all emergency calls and logs information in Continuity of Care, Records and Case Management Systems as required;
    • Assists with continuity of care duties as needed;
    • Maintains accurate and timely records consistent with Department standards;
    • Gathers, reports and utilizes current research findings to support clinical work and best practices on an ongoing basis;
    • Completes any required law enforcement-based training such a policies, procedures and law relating to use of force, or other agency and professional trainings as assigned by the Chief;
    • Assists with the coordination of annual CIT and mental health-related trainings for APD and law enforcement personnel;
    • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
    • Provides excellent customer service to ensure conformance from other department staff of the same commitment in order to ensure high operational and service standards are met and maintained for the citizens of Alamogordo;
    • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
    • Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
    • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

    • Performs such other duties as may be assigned.

    Work Environment
    • Work is typically performed in an office setting;
    • Daily tasks require both sedentary and physical labor that include, but is not limited to, sitting, standing, walking, bending, squatting, turning, and driving;
    • The noise level in the work environment is usually quiet in the office and moderate to loud in the field;
    • Lift and/or move items weighing up to fifty (50) pounds; the lifting of any object greater than fifty (50) pounds by a single individual is prohibited. Lifting objects, materials, or equipment weighing more than fifty (50) pounds require the buddy system or the use of devices designed to assist with lifting or moving. Proper lifting techniques shall be used when lifting items of any weight;

    PAY
    Pay range is based on position.

    INSURANCE BENEFITS
    • Medical and Dental coverage are paid 60% by the employer and 40% by the employee.
    • A $50,000 life insurance policy is provided at no cost to the employee.
    • Vision and Disability coverage are available at 100% of the cost being paid by the employee.

    • 457 Deferred Compensation Plan is available voluntarily, with all contributions being made by the employee.
    RETIREMENT
    The City of Alamogordo participates in the New Mexico Public Employees Retirement Association (PERA).

    The following information pertains to a member of the PERA plan on or after July 1, 2013 (Tier 2):

    PERA Retirement Plan Tier 2
    • 85 or age 65 with five (5) years of service
    • Five (5) year vesting period
    • 90% pension maximum (2% pension factor)
    • Five (5) year final average salary calculation
    • Employee contribution equals 7.05% pre-tax
    • Employer total contribution equals 15.40%
    • Retiree health, NM plan, requires a 1% employee contribution

    PAID HOLIDAYS
    Ten (10) paid Holiday days per year (New Year's, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, and Christmas Day).

    FLOATING HOLIDAY
    One (1) Floating Holiday per fiscal year.

    PTO
    Employees begin accruing Paid Time Off ( PTO) immediately. For the first five (5) years an employee can earn 21.5 days per year. Accrual rates increase incrementally after five (5) years of service and based on subsequent service years.

    PTO is available for use after the introductory period is successfully completed.

    PTO cash-out options based on accrued balance.
