    The HR Specialist supports organizational objectives by serving as the subject matter expert in several related areas of human resources services, including programs such as employee leave administration, employee injury prevention, benefits, employee relations, compensation, and more. The HR Specialist performs the day-to-day administration tasks of their areas of specialty and works in collaboration with members of the HR team in recommending and implementing changes to related programs, practices, and initiatives to meet strategic objectives. The HR Specialist's leadership is instrumental in promoting a positive employee experience for assigned areas through providing and ensuring exceptional customer service. This is the second level in a three-tier career progression of HR Coordinator, HR Specialist, and Senior HR Specialist.

    Key Responsibilities

    • Serves as the primary administrator for assigned HR programs supporting a wide-variety of needs based on the functional job diversity of the City; coordinates with vendors providing critical services in support of functional expertise in related program areas; monitors and oversees reporting and data to ensure program effectiveness, researching trends and options for how to meet existing and new goals; oversees key policies and procedures for functional area, providing recommendations for updates and improvements of key processes; supports specialized work teams with coordination of specialty programs and distribution of information and documents; collaborates, partners, and leads others to ensure a good understanding of where program areas intersects with other functional areas, both within and outside HR services.
    • Provides key information as a key source of communication on assigned topics for employees; creates and conducts employee training on a variety of specialized topics; works with communications, broker, and other resources to showcase related programs; provides data and information for a variety of initiatives, including regular updates on programs to support others in taking action and supporting desired improvements/changes; provides guidance and education to other HR employees who also provide services which may require coordination.
    • Provides exceptional customer service; responds to and proactively identifies employee concerns and challenges pertaining to subject matter expertise; proactively handles questions and inquiries for general topics as well as areas of specific expertise; participates in meetings and activities across the organization to build relationships and serve as a key point of contact for the HR team.
    • Serves as a back-up for other functional areas of HR, requiring knowledge of the organization and general knowledge of other HR service areas; works with other team members in HR to support a variety of HR functions; works collaboratively with a variety of stakeholders on assignments and projects of varying scope and impact, functioning as a lead at times and as a participant in other circumstances.
    • Oversees the budget for programs and related activities with the support of brokers, vendors, and other employees typically in HR, budget, or finance; completes research and makes recommendations for changes in the allocation of the budget; tracks and ensures accurate payment for services received.
    Qualifications

    Experience: At least two years of experience providing or leading HR programs related to the assigned areas of expertise is required. The successful candidate will be an excellent communicator with great organization, time management, and customer service skills. Detailed knowledge of assigned subject matters is also critical.

    Education: A bachelor's degree with substantial coursework focused in related areas of study is required with the ability to substitute directly related experience for education.

    Licenses & Certifications: None required. Prefer relevant certification(s) in areas of subject matter expertise.

    Language: Proficiency with verbal and written English language is required. Additional proficiency with Spanish and American Sign Language preferred.
