Description

Under the direction of the Development Manager, the Program Analyst functions as an analyst to create applications, evaluate project proposals, and identify funding opportunities for Harris County.

The Program Analyst serves as a point of contact for applicants and interested parties seeking funding from Harris County and ensures potentially funded projects are compliant with applicable regulations and guidelines.

The Program Analyst guides a project from application submission to award by coordinating information and providing support through budget and data analysis.

The Program Analyst will also engage in quality assurance and compliance monitoring of processes and procedures in alignment with HUD, State and County regulations and guidelines.

Duties and Responsibilities:

Solves a wide range of highly complex, multi-disciplinary problems which must consider long-term company-wide planning.

Tasks require comparing alternative courses of action and making a decision, subject to approval from supervisor.

Manage program specific application processes, maintain documentation, files and correspondence

Review and evaluate proposals, applications and other submissions as needed

Compose, edit, submit, and manage funding/grant proposals, outgoing correspondence, memos, and files

Provide quality assurance and compliance monitoring of department and County processes and procedures

Prepare agenda items for Commissioners Court

Attend meetings and perform other duties as assigned

Process and maintain records of the Annual Action Plan amendments and Project Sheets for the Annual Action Plan projects

Respond to information requests generated through mail, e-mail and telephone contact

Perform other duties as assigned.

Education:

Bachelor's Degree in Business, Public Administration, Political Science, Urban Planning, Geography, Social Sciences or related field.

Experience:

Minimum of two (2) years experience working with any of the following programs:

CDBG, CDBG DR, HOME, ESG or CoC programs; experience with affordable rental housing projects; experience with compliance monitoring and/or quality assurance, program administration, and grant writing and/or grant management.

Have at least one (1) year experience working with affordable rental housing projects.

Experience can be in the form of project monitoring, project/program managing application evaluating or any other job that allows for fundamental knowledge of affordable housing projects and federal funding guidelines.

Work Environment:

Office environment.

Physical Demands:

Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Sedentary work involves sitting most of the time.

Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Employment may be contingent on passing a drug screen and meeting other standards.
