    Description

    ESSENTIAL FUNCTIONS:
    Manages internal Community Development Block Grant (CDBG) funded construction projects and ensures compliance with Federal policies
    Manages external projects with CDBG funding and monitors programs within to make sure they are serving those qualified to be served
    Assists with compliance monitoring of departmental programs funded by other sources
    Evaluates policies and procedures and recommends modifications
    Examples of Duties

    UNDER ADMINISTRATIVE SUPERVISION
    Assists in budget preparation and monitors and controls expenditures
    Determines who or what meets CDBG standards and are eligible to receive CDBG funds
    Authorizes payments to compliant projects and groups
    Conducts environmental reviews requiring full assessments
    Communicates with U.S. Fish and Wildlife as it relates to annual consultation and any interim issues with endangered species located on project sites
    Provides training and technical assistance to external contractors and Metro departments utilizing CDBG funding for construction projects
    Monitors internal and external CDBG funded projects for a five-year period to ensure that the standards for CDBG are met
    Completes semi-annual and annual Federal reports as required by grants and Federal policies
    Composes correspondence and completes special projects
    Assists with monitoring of other programs, including those funded by HOME and the Department of Energy(DoE)/LIHEAP Weatherization Assistance Program
    Researches and analyzes causes and effects of housing programs and projects

    Minimum Requirements

    Bachelor's degree

    Related field

    WORK EXPERIENCE
    Two years of community development, housing and urban development, real estate, grant administration, social service, or property management experience

    EQUIVALENCY
    An equivalent combination of education and experience may be substituted

    OTHER MINIMUM REQUIREMENTS
    Must provide one's own source of transportation

    PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
    Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related work
