    Job Summary

    The Planning Manager position involves overseeing the day to day operations of the Department of Planning. Key responsibilities include the management of the City's code enforcement and zoning divisions in addition to oversight of permitting within the Department. The Planning Manager will ensure that processes, applications, website, and messaging are aligned with the City's strategic objectives.

    Under direction, is responsible for the day-to-day activities of the Department of Planning, including, building, zoning, code enforcement, and administration. Assists the Director, as needed.

    Starting Salary Range: The starting salary is between the minimum and midpoint of the range ($84, $103,542.40 annually). Candidates will start at the minimum of the range unless their skills, experience, education or other factors exceed the qualifications for the position.
    Essential Job Functions
    • Plans, coordinates, directs, and administers the day-to-day activities of the Department of Planning.
    • Carries out managerial responsibility in accordance with policies, procedures, and applicable laws, including interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems.
    • Performs planning and zoning duties including attending planning commission meetings, creating, and reviewing planning proposals; reviewing planning commission applications and determining compliance with zoning code; determining what type of planning commission applications are required for projects; providing recommendations on behalf of the city administration on planning commission applications; overseeing the planning process.
    • Responsible for managing administrative issues, including but not limited to rental registration program, responding to resident questions and concerns, generating reports and memos.
    • Assists in the annual departmental budget process and ensures effective financial management of the department.
    • Provide interpretation of applicable codes and act as a liaison with other departments and boards/commissions on related activities.
    • Assists with developing and aligning the department's operations, goals, and performance with City-wide strategic plan.
    • Assists with the systematic review of the zoning code ordinance to do the following: simplify the administrative review process, clarify, and update relevant code references, and determine appropriate regulations that will produce the outcomes identified within land use plan.
    • Assists with the administration the land use plan by engaging the public and community stakeholders on recommended land use plan changes, making periodic updates to the document, and interpreting the compliance of planning commission applications to the land use plan.

    Minimum Qualifications

    Any combination of education, training and experience as listed below which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
    • Education: Bachelor's degree from an accredited four-year college or university in a related field
    • Experience: Four or more years of progressively responsible experience, including supervisory experience
    • Licensure or Certification Requirements: Current and valid Ohio driver's license with an acceptable driver's abstract in order to meet criteria for insurability established by the City of Gahanna

    • Prepares complex, routine, and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; develops charts and graphs; prints various reports; relays and interprets administrative decisions, policies and instructions.

    • Researches, prepares for, and writes grant applications for the City.
    • Performs other related duties as assigned.

    Knowledge Of:
    • City Land Use Planning principles and practices.
    • Philosophies, principles, practices and techniques of planning as they pertain to the design and development of urban and regional areas, planning research and zoning activities.
    • Various codes and regulations pertaining to land use, building, zoning and planning.
    • Managerial principles, concepts, practices, and procedures.
    • Administrative principles and practices, including goal setting and implementation.
    • Administration of staff and activities, either directly or through subordinate supervision.
    • All computer applications and hardware related to performance of the essential functions of the job.
    • Budget development policies and procedures, including grants writing and grants management.
    • Department organization, standard operating guidelines and policies, rules, and regulations.
    • Municipal government structure and processes.
    • All applicable state, federal and local ordinances, laws, rules and regulations.
    Skill in:
    • Communicating orally and in writing with internal staff, citizens, Mayor, council members, and other departmental staff in order to give and receive information in an accurate and courteous manner.
    • Planning, organizing, assigning, delegating, directing, reviewing and evaluating the work of staff.
    • Selecting and motivating staff and providing for their training and professional development.
    • Using tact, discretion, initiative and independent judgment within established guidelines.
    • Developing and implementing policies and procedures.
    • Researching, analyzing, compiling, interpreting and summarizing a variety of informational and statistical data and materials.

    • Organizing work, setting priorities, meeting critical deadlines, and following up on assignments.
    • Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.

    Working Conditions:
    • Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust.
    • The incumbent's working conditions are typically moderately quiet.
