    Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INET/CUSTSPT) in the DIRECTOR FOR COMMAND, CONTROL, COMMUNICATIONS & INTELLIGENCE (C4I) (N6) INFORMATION MANAGEMENT DIVISION (N66) of TASK FORCE 82.

    Responsibilities You will serve as the Principal Manager for all COMSUBFOR, COMSUBLANT and supported staffs in the implementation and management of the Navy's FlankSpeed environment, which is maintained in the DOD Microsoft Azure Network.

    You will serve as the Webmaster and establish protections as appropriate to control authorized access to portals to include restricted unclassified Naval Nuclear Propulsion Information (NNPI) content hosted by the Command websites.

    You will be responsible for building and maintaining Command websites and portals (hosted on both the Non-Classified Internet Protocol Router Network (NIPRNet) and Secret Internet Protocol Router Network (SIPRNet) domains).

    You will monitor uptime and service advisories for COMSUBLANT and subordinate commands, informing the Branch Chief of issues and outages.

    You will assist COMSUBLANT and subordinate commands with updating personnel listings on command websites, as well as assisting IT Support in providing support for global access lists, directories, and workflows.

    You will monitor, capture and display web analytics and statistics (usage metrics) of the Command websites, using that information to drive performance improvements.

    Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

    IT-related experience demonstrating this competency include: Resolving software or hardware malfunction or training needs, access or password issues and processes, and delivery of IT services. Oral Communication
    • Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    IT-related experience demonstrating this competency include: Training technical and non-technical personnel on IT procedures and processes. Problem Solving
    • Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
    IT-related experience demonstrating this competency include: Evaluating alternative methods and new approaches to resolving customer IT issues.

    In addition to demonstrating the four competencies above, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    Experience and mastery level knowledge as a Webmaster using the following key technologies: O-365, PowerBI Tools, Azure Environment; HTM, HTTP, XML, Cascading Style Sheets (CSS), Active Server Pages (ASP) and ASP.NET.

    Experience and mastery level knowledge of and skill in applying non-tactical software development, modification, deployment, concepts, principles, methods and practices.

    Experience and knowledge in applying project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, and monitoring activities.

    Experience and knowledge in applying information assurance standards in website development and maintenance.

    Experience demonstrating superior proficiency and ability in oral and written communication techniques sufficient to articulate requirements, schedules, policies, procedures and milestones.

    A Bachelor of Science degree in Information Management or Computer Science related fields is desirable.

    Education Undergraduate or Graduate Education:

    Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
