    The Director of Human Resources is responsible for the strategic leadership and day-to-day management of all human resources functions; including talent management, onboarding, benefits administration, employee relations, policies and procedures, affirmative action, ethics, compliance, training, performance management, and payroll for the office of Human Resources for System Administration.

    The Director plans, develops, and administers human resources functions with an emphasis on service excellence while ensuring operational effectiveness and efficiency in an environment that values diversity, equity, and inclusion in a positive and inclusive workplace culture.

    The Director will champion the integration of advanced Human Resources technologies and analytics to enhance operational efficiency and strategic decision-making, ensuring the Human Resources function is agile, data-drive, and aligned with the latest digital transformation trends.

    The Director reports to the Associate Vice Chancellor of Human Resources and works collaboratively with leadership, administration, and managers to address a wide range of human resources issues.

    Duties and Responsibilities

    Serve as the leader of the SUNY System Administration Office of Human Resources and take responsibility for the training and development of all members of the System Administration Human Resources team.

    Serve as the key System Administration human resources subject matter expert.

    Work closely and collaboratively with a variety of leaders and managers at System Administration and provide advice and information on best practices on wide-ranging human resources, benefits, and payroll questions in a sensitive and confidential manner.

    Recommend, revise, and implement Human Resources policies and procedures.

    Ensure all policies, procedures, and processes comply with relevant federal and state employment laws and with all relevant collective bargaining agreements.

    Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management and employment law and apply this knowledge to communication changes in policies, procedures, and processes.

    Develop, deliver, and manage the talent acquisition process including overseeing the recruitment and onboarding process to attract and retain top talent and implementing effective talent management strategies including performance management, ongoing employee feedback, talent development, and succession planning.

    Leverage Human Resources analytics and technology to streamline operations, enhance employee experience, and provide actionable insights for strategic decision-making.
    Responsible for receiving, investigating, and responding to matters involving employee relations, complaints, grievances, and discipline.

    Work closely with all appropriate individuals to respond to complaints or grievances in accordance with applicable laws and collective bargaining agreements in a fair and equitable manner.

    Participate in union labor management meetings.

    Serve as System Administration's Affirmative Action Officer and charged with assuring compliance with state and federal requirements related to equal employment opportunity.

    The Affirmative Action Officer will ensure employees receive appropriate training on policies and procedures including but not limited to search procedures, non-discrimination, Title IX, harassment, and duty to report.

    Has responsibility for preparation of the annual Affirmative Action Plan.

    Lead and expand diversity, equity, and inclusion initiatives, developing measurable strategies to cultivate a diverse workforce and inclusive culture, while also tracking progress and outcomes against established benchmarks.

    Serve as System Administration's Ethics Officer for honoraria and outside activity requests and manage the Financial Disclosure Statement (FDS) process.

    Oversee all employee mandatory training and provide reports and required information on completion.

    Oversee the administration of all employee benefits and the timely entry of all human resources, benefits, time and attendance, and payroll data into the appropriate human resource management systems.

    Identifies improvements and efficiency enhancements for all related human resources, benefits, and payroll processes whether through internal methods or through additional integration opportunities with outside vendors.

    Articulate and find ways to advance System Administration's commitment to diversity, equity, and inclusion in all aspects of the organization, including an emphasis on cultural competency.

    Provide reports and data to drive decision making.

    Participate in a variety of projects and initiatives, some of which may have an impact on SUNY-wide Human Resources, as assigned.


    Requirements:


    Bachelor's degree in a related field is required and a master's degree in a related field and/or a Human Resources related certification (PHR, SPHR, SHRM, etc.) is strongly preferred.

    A minimum of five years of demonstrated management/supervisory experience in human resources. Direct experience in a unionized environment is required.
    Demonstrated commitment to diversity, equity, and inclusion with proven experience in promoting an engaging and positive organizational culture.
    Strong knowledge of federal and state employment-related laws and regulations.
    Demonstrated experience in the direct supervision and/or handling of employee relations, affirmative action and nondiscrimination policies, laws, and regulations.

    Excellent organization, interpersonal and written communication skills are required including the demonstrated ability to actively listen, negotiate, persuade, engage, and educate.

    Ability to manage multiple high priority issues with a demonstrated commitment to working collaboratively as part of team in all levels of the organization.

    Ability to identify and address problems with confidentiality, diplomacy, and integrity.
    Excellent computer skills, including familiarity with HRIS and the ability to provide data and information to analyze the workforce.
    Ability to analyze problems and work effectively and efficiently within strict deadlines in a fast-paced cohesive team environment.


    Additional Information:
    Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $120,000-$145,000.
