About the Southern Nevada Health District
The Southern Nevada Health District is one of the largest local public health organizations in the United States. The Health District serves more than 2.2 million residents, which represents 72 percent of Nevada's total population.
The Health District is also responsible for safeguarding the public health of more than 42 million visitors to Las Vegas each year.
The role of public health includes oversight and participation in areas such as bioterrorism and disaster and emergency preparedness.
The Health District is governed by an 11-member policy-making board composed of two elected officials each from the Board of County Commissioners and the largest city in Clark County (City of Las Vegas); one elected representative from each of the four remaining jurisdictions in the county (Boulder City, Henderson, Mesquite and North Las Vegas); and three at-large members selected by the Board.
The District is supported by approximately 809 employees and operates with a $124 million FY22-23 budget.
Funds are derived through regulatory revenue and fees, a county property tax allocation set in state statute, and direct federal grants.
The Health District receives less than 1 percent of its funding from the state general fund.The Health District is organized into five divisions, each led by a Director reporting to the District Health Officer:

T he Southern Nevada Community Health Center (SNCHC) provides primary preventive care services for children and adults, including annual physicals, well-child check-ups, and sick visits for minor illnesses.
The FQHC is supported by approximately 108 employees and operates with a $9.522M FY25 budget.

About the Position
Our client is looking for a knowledgeable clinician and leader who can provide clinical support and mentorship to staff and display business acumen.
Quality improvement and assurance initiatives.
Improvement of HEDIS scores and FQHC performance measures.

Overview
Responsible for planning, directing, and managing assigned medical staff providing comprehensive primary care services in District facilities; consults and participates in complex patient care situations; incumbent will have direct patient care responsibilities.
This is a management level class that is the subject matter expert for the District in the area of primary medical care services and related programs.
This is a management level position that is under general supervision.
This position exercises supervision over assigned departmental staff.
Essential Functions

Plans, organizes, assigns, supervises, reviews and evaluates assigned clinical staff; recommends selection of staff; trains staff in work procedures; administers discipline as required.
Develops protocols and standing orders for programs.
Provides input into departmental budget and goal setting processes.
Provides planning and support for continuous and adequate funding for key programs from all available sources.
Evaluates employee performance, counsels employees and effectively recommends initial discipline and other personnel decisions.
Reviews and analyzes clinical procedures for conformance with laws, regulations and accepted medical practices; recommends improvements to such procedures to ensure quality of care.
Provides leadership for clinical practice and quality; tracks quality measures; supports clinical staff in setting practice management goals; informs staff with clinical protocols, best practices and innovation; reports productivity data to clinic providers.
Provides guidance and coaching to provider staff; provides individual counseling to provider staff as necessary for conflict resolution and to promote the development of new skills and behavioral change.
Effectively communicates the District's mission and values to staff and clients; assists with the evaluation of the impact of changes and assists in conducting staff meetings to discuss methods and policy changes for improving customer service, productivity and access, teamwork issues, and for promoting efficient and safe operations.
Ensures a work environment in which staff provides superior customer service to diverse clients, and staff teams are supported in resolving issues and conflicts as soon as possible.
Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures in a Quality Assurance Program; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes.
Provides staff assistance to the Chief Executive Officer and the Health Center Governing Board; prepares and presents staff reports and other necessary correspondence.
Directs the development and implementation of partnerships and collaborations to provide effective political networks within the community, county and the state; represents the District to elected officials and outside agencies such as Nevada Association of Local Health Officials, NACCHO, ACPM, and other state and national organizations; explains, justifies and defends programs, policies and activities; negotiates and resolves sensitive, significant and controversial issues.
Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field; responds to and resolves difficult and sensitive citizen inquiries.
Coordinates department activities with those of other departments and outside agencies and organizations; prepares and presents staff reports and other necessary correspondence.
Diagnoses and manages acute and chronic illnesses; performs physical examination, orders tests, prescribes treatment; reviews findings; provides follow-up care as needed.
Performs wellness exams; performs required sports, school, and workplace required exams.
Coordinates care with other physicians, mid-level providers and other staff; refers patients to specialty care as needed and ensures appropriate follow-up.
Promotes and supports the overall mission of SNHD by demonstrating courteous and cooperative behavior when interacting with customers and staff; acts in a manner that promotes a harmonious and effective workplace environment.
Medical Doctorate or Osteopathic Medicine Doctorate degree AND four (4) years of professional experience as a practicing physician, two (2) years of which were in a supervisory role OR an equivalent combination of education, training, and experience.
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
Nevada Driver's License.
Licensure as a physician in the State of Nevada.
Incident Command System training, ICS 100, ICS 200 and NIMS within six (6) months of date of hire.
Salary range:
A reasonable starting salary expectation is between $173,064 – $276,902 based upon related/relevant experience and internal equity.
Percent of clinical and administrative : 50/50 (approximately; may vary).
