    Description

    JOB SUMMARY
    :

    Under general supervision,maintains and administers the asset management system and provides support and
    training tousers.

    ESSENTIAL JOB FUNCTIONS:
    1. Ability to provide project lifecycle management with regard to the Public Works asset management system
    includingimplementation, development of related specifications, documentation ofbusiness requirements and
    processes,change management tasks, and emergency continuity planning.
    2. Abilityto provide support to the users of the Public Works asset management system asit relates to entering
    andretrieving data, accessing reports, performing queries and accessing othertypes of system functionality.
    3. Abilityto perform regular administration of the Public Works asset management systemand work with the City's
    InformationTechnology staff as necessary to complete or coordinate required systemmaintenance, modification and upgrades.
    4. Abilityto select, train, supervise, and develop/establish performance standards forAsset System Analysts.

    OTHER JOBFUNCTIONS:

    5. Abilityto conduct new user and regular refresher training for employees on the PublicWorks asset management system.
    6. Ability to function as the primary liaison to the Public Worksasset management system vendors, user base and other departmentrepresentatives.
    7. Ability to keep abreast of and communicate to managementindustry topics with regard to asset management.

    MINIMUMQUALIFICATIONS:


    Knowledge, Skills and AbilitiesRequired:
    Knowledge of principles andpractices of GASB34 regulations.
    Knowledgeof continuous process improvement techniques and practices.
    Knowledgeof research and analysis methods and survey techniques.
    Knowledgeof system design and implementation techniques.
    Knowledgeof relational database use and design, preferably Microsoft SQL Server 2000.
    Knowledgeof Structured Query Language (SQL).
    Knowledgeof Geographic Information Systems (GIS) concepts, preferably ESRI ArcView 9.x.
    Knowledgeof existing and emerging technologies, specifically mobile, wireless and webapplications.
    Knowledgeof report writing software, preferably Crystal Reports on Microsoft Access.
    Knowledgeof programming or scripting languages, preferably Microsoft Visual Basic or VisualBasic for
    Applications.
    Knowledgeof asset management and work management concepts.
    Knowledgeof public sector operational techniques.
    Knowledgeof project management.
    Skill in entering data via computerat an efficient speed with few errors.
    Skill incommunicating ideas to all types of individuals both orally and in writing.
    Skill inusing Microsoft Word, Microsoft Excel and Microsoft PowerPoint.
    Skill intraining users in groups and one-on-one sessions.
    Ability to receive detailedinformation through oral and written communication.
    Ability tomake sound decisions on less than perfect information.
    Ability tooperate a variety of office equipment including, but not limited to, personalcomputers, personal digital
    assistants(PDAs), calculators and telephones.
    Ability toread and interpret documents such as procedure manuals and technicaldocumentation.

    Qualifying Education andExperience:
    Bachelor's Degree in GeographicalInformation Systems (GIS), Management Information Systems (MIS), Public
    Administration,or Business Administration plus two (2) years experience in technologyimplementation and ongoing
    project management, or any equivalentcombination of education and/or experience, with at least one of the two
    yearsrequired as supervisory experience. Mustsuccessfully complete required pre-employment screen which
    includescriminal background check.
