    Reports to:
    Chief Operating Officer Supervisor for: Employees assigned to contracts

    Primary Purpose:
    Why the job exists; this is the ultimate or overarching accountability for the job
    This position manages cost, schedule and performance of assigned government or commercial contracts, associated proposal development support, and directed business growth efforts
    This is an RMGS HQ position in Virginia Beach, requires some limited travel
    Remote work plans may be authorized by the supervisor based on the needs of the company

    Essential Functions:

    In more detail, the following specific actions relating to the Headquarters Program Managerare required: Operations Supervision:


    • Communicate with customers to identify support requirements and optimal performance parameters.
    • Develop supporting plans to achieve customer requirements within budget.
    • Identify and hire independent or sub-contractors to achieve specific contract or task order requirements.
    • Identify and solve problems during contracted work within legal and regulatory limits.
    • Manage and approve budgets for specific projects.
    • Manage employees' performance.
    • Capture lessons learned and submit required reports

    Contract Management:

    • Read understand and comply with all assigned contracts.
    • Engage contracting officers to track requirements.
    • Evaluate contract and task order opportunities for company engagement.
    • Record key lessons and feedback.
    • Carefully review and code all invoices from subs and ICs.
    • Review and approve employee timesheets and expense reports
    • Review and approve customer invoices
    • Provide customer required reports as specified per contract
    Proposal Support


    • Work with RMGS Proposal team to monitor schedules and submit required proposals on time.
    • Working with RMGS proposal team, provide analysis and solutions to data calls, Request for Proposal (RFP)/bids
    • Provide written contributions consistent with proposal strategy and themes to deliver responses to Government RFPs, RFQs, RFIs, and Task Order proposal requests
    Business Development


    • Engage directed customers to collect future requirements and develop understanding of client needs.
    • Engage independent or sub-Contractors that can improve Team RMGS performance on existing or future work.
    • Develop and maintain a network of skilled labor capable of performing RMGS contracted task order work
    Performs other duties as Assigned by Supervisor Skills/Qualifications: Understanding of international programs, employee deployment and recovery, emergency action plans, and logistical support
    Demonstrated performance in program management
    Ability to analyze and improve processes, communicate verbally and in writing, holding standards, budgeting and cost control tracking, attention to detail and thoroughness, deal with complexity and managing relationships

    Required Education/Training:

    • Bachelor's degree or equivalent experience in a related field
    • Ability to price and conduct research highly preferred
    • Ability to acquire a Program Management Professional (PMP) certification with 12 months of employment

    Experience:

    • 5-10 years' experience in overseas operations strongly desired.
    • 3-5 years' experience in government contracting desired.
    • Program Manager certifications or experience strongly desired.
    • Ability to manage all phases of a project, (Initiate, Plan, Execute, Control, Close).
    • Must be flexible in adapting to deadlines, changing schedules, priorities, and unpredictable events.
    • Exercises independent judgment in determining courses of action.
    • Ability to work effectively in a team environment
    3-5 years' experience in progressively responsible leadership and personnel positions, strongly self-motivated.

    • Strong organizational skills with the ability to manage time and multiple priorities to completion
    Problem-solving skills with an ability to adapt to a rapidly changing environment.

    • Must be able to understand, review and submit reports, and work effectively with a broad range of people with a wide variety of skills and experience.
    • Must possess excellent verbal/written communication skills.
    • Must have excellent interpersonal skills and the ability to motivate staff and communicate clearly.
    • Must present professional demeanor and possess excellent skills with individuals at all levels of the organization.
    • Must be functional with Word, Excel, and Power Point.
    Minimum Qualifications Identify the minimum required skills, knowledge and abilities required to competently perform the job duties.


    • 5-10 years' experience with overseas business operations.
    • Demonstrated understanding of Program Management.
    • Proficiency with MS Office Suite applications.
    • Fluent in English.
    • Active Secret Clearance or the ability to gain and hold clearance

    Working Conditions:

    • This position may require unconventional work hours due to nature of the work

    Unique/Additional Requirements:

    • Must be able to access all work locations, including government and private facilities.
    • Must be able to travel to supervise or participate in various RMGS work opportunities
    This is anticipated to be 10% of the work expectations.
    Regularly requires intermittent sitting, standing, and walking
    Requires constant use of hands and fingers to operate a computer.
