    Your Specific Responsibilities:

    This is a highly responsible professional position located within the Bureau of Preparedness and Response. The position works independently or as a team member to manage the Cache Management Unit of the Resource and Systems Management Section. Develops operational and cache management plans, trains ESF-8 personnel on plans, and designs, implements and monitors selected Resource and Systems Management Program deliverables and milestones. The position also serves in an ESF8/DOH activation role.

    This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

    Warehouse Management:

    • Oversees the management and operations of all Bureau warehouses and staff, inclusive of any that may be acquired during a state of emergency.
    • Ensure safety protocols are in place and all staff are trained and documented at each site.
    • Ensures, in coordination with section administrator that the Kissimmee warehouse is compliant with the federal requirements of being a receipt, staging, and storing site along with other requirements of the Strategic National Stockpile Program.
    Budget:
    • Develops and maintains the Response Resources Unit budget.
    • Oversees all purchase requests related to cache sustainment, warehouse operations, security, and other logistical related purchases within Grant guidelines to include participating in the development of any required "Requests for Proposal" and/or "Invitation to Bid".
    State Contracted Vendor Liaison:
    • Liaison between the bureau and state contracted vendors for the maintenance and sanitization of the oxygen support cache, inventory management system, and bureau leased vehicles.
    Inventory Management:
    • Responsible for annual inventory of state tagged asset inventory. Administrator for the department approved Inventory Management System. These duties include training personnel, monitoring daily inventory transactions, producing reports, and checking for discrepancies.
    Cache Sustainment:
    • Oversees and ensures proper and required annual maintenance is conducted on all medical caches, vehicles, and the mobile field hospital to guarantee operational readiness.
    • Oversees and ensures sustainment of cache levels to ensure operational readiness.
    • Develops operational and cache management plans.
    Strategic National Stockpile:
    • Logistics lead for the Strategic National Stockpile distribution system duties including managing the receiving, staging, storing and distribution of supplies throughout the state.
    • Responsible for maintaining a roster of qualified and trained staff for SNS response.
    • Responsible for participating in the design and delivery of required SNS exercises.
    Response:
    • Reports to their assigned workstation within required timeframes to serve in their ESF-8 response role capacity as noted in the State ESF-8 Incident Staffing Plan.
    • Monitors warehouse staffing levels during responses and increases staff as needed by activating and deploying DOH staff to relocate to the warehouses and/or hiring additional temporary staff as needed.
    • Trains temporary activated/new staff as needed to meet the requirements of the response.
    • Tracks and monitors inventory closely during response to enable reporting of scarce resources.
    • During and after response, monitors missions and inventory to ensure deployed assets are recovered in a timely manner.
    • Works shift assignments during ESF 8 activations.
    Participates in staff training and exercises.

    Qualifications:

    Minimum

    • Inventory Management experience
    • Mass distribution experience
    • Purchasing experience (PO's, RFP's, ITN's) state purchasing guidelines
    • Equipment maintenance experience
    • Medical equipment knowledge
    • Handling pharmaceuticals experience
    • Forklift experience
    • Valid Drivers License
