Job Description
Program Manager will report to the Director of IT Planning. This role will lead and facilitate large, complex, and strategic programs to improve the Networks delivery of care, business and operational processes. Programs will typically have significant organizational complexity, size, and require mature change management and communication skills. The Program Manager will work closely with Network executive sponsors to define, plan, execute and manage enterprise wide programs with high visibility and impact. This role requires proven experience and leadership in leading large, complex projects using well established methods and best practices.
Responsibilities
Portfolio Management
• Participate in the facilitation of monthly Enterprise Prioritization and Portfolio meetings.
• Assist leadership in development and evolution of prioritization rubric – ensuring it remains relevant and consistent with the organizational strategies of TCHHN.
• Coordinate new project requests (intake/triage), work with IT, HTM and other key groups to ensure accurate resource estimates and capacity planning is maintained.
• Ensure enterprise portfolio / project list is maintained accurately by all accountable project managers and IT owners. Work directly with key business leaders to ensure portfolio is representative of their needs and initiatives are accurately prioritized.
Program Management
• Lead strategic, enterprise wide programs in support of the organizations strategic plan.
• Assigned programs will be complex and typically include significant sponsor and stakeholder management, business, clinical, and operational process development.
• The program manager will work closely with the executive sponsor to lead cross-functional teams to define, manage, and execute the program. Teams will include project managers, clinical and non-clinical staff, and development resources.
• For assigned programs, develop and drive extensive cross-organization collaboration, identify trade-offs, work across departments, balance tactical and strategic, drive decision. Be involved with hands-on operational activities where required
• Serve as a role and mentor for project managers and leads around sponsor management, RACI process, organizational readiness, status reporting, and issues management.
Customer Satisfaction and Continuous Improvement:
• Demonstrate the value of program management to TCHHN through superior project planning/execution and mentoring of colleagues.
• Partner with the Enterprise as a trusted advisor to optimize business performance.
• Measure and evaluate program outcomes against published objectives for the purpose of improving future initiatives.
• Provide mentoring and education services to develop project management skills throughout the Enterprise
Proactively identify improvement opportunities and implement solutions that are deemed priorities of The Christ Hospital Health Network.
General Program Manager Activities
• Communicates, with demonstrated clarity and professionalism, the status of the program. Well-adept at tailoring status communication to all audiences, from the C-level executives to direct project resources. Leverages all methods of communication to keep stakeholders informed, escalates issues and suggests corrective action. Able to pre-empt major issues before they occur.
• Schedule, facilitate and document all meetings; actively listen during the meeting; ensuring that meeting objectives are achieved and follow-up actions noted
• Determine and document all stakeholders in a project RACI chart, project organizational chart or alternative.
• Guide and manage assigned project managers and stakeholders through the Project Process:
• Manage and document scope
• Manage and document the requirements
• Manage and document budget
• Manage and document the schedule; build consensus on the schedule with all stakeholders and resources
• Determine resource needs of the project; approach resource managers to communicate needs; adjust resourcing allocated, as needed
• Listen to concerns of stakeholders and resources and address them as issues or risks
• Report status to stakeholders at a consistent frequency
• Oversee quality objectives of your project
• Oversee all communications on the project
• Manage all sign-offs
• Manage changes to scope, schedule or budget in your program.
• Oversee changes in accordance with the Change Management process.
• Capture lessons learned for your program; review lessons learned from previous projects when starting a new program.
• Manages risk in the project; logs all risks, prioritizes and develops mitigation actions.
• Recognize when corrective action is needed; escalate when appropriate
• Communicate barriers to progress.
Performs other duties as necessary or assigned by the Director of Clinical and Revenue Cycle Solutions.
Leadership and Human Resource Management:
• Manages all integration points of the assigned program. Integrates efforts and deliverables; refines approach continuously as needed. Serves as the implementation point of contact for the executive sponsor and steering committee. Directs and manages all stakeholders to achieve success for the program.
• Provides leadership to ensure consistent Program Management Methodologies are followed.
• Provide support to correct and align project activities to proposed and planned metrics.
• Fosters a service-oriented atmosphere of teamwork throughout the Enterprise
• Must be a professional of unquestionable integrity, credibility, business ethics and character.
• Outstanding communication skills with a demonstrated ability to connect with people on various levels of the Enterprise.
• Exhibits high levels of initiative, persistence and poise coupled with qualities of maturity, professionalism, flexibility and patience.
• Ability to prioritize and deliver on program objectives.
Excellent management and leadership skills with the ability to provide clear direction to stakeholders.
Financial Oversight
• Administers activities associated with enterprise programs and projects, while managing established capital and expense budgets
• Facilitate in the resolution with program sponsors of billing payment disputes with vendors in accordance with the contract.
• Prepares monthly executive status reports with updated budgeted information.
Responsible for the financial health of the project.
Enterprise Investment Planning
• Articulates the monetary business value of assigned program to any TCHHN employee at any level.
• Facilitate cost benefit analysis, project feasibility and alignment to strategy.
• Collaborates cross functionally with network resources to support enterprise strategic initiatives.
• Engage in EPMO procedures and best practices.
• Provides support and education in TCHHN Project Management principles and methodologies
Works with executives and project teams to measure stakeholder satisfaction and benefits realization.
Qualifications
KNOWLEDGE AND SKILLS (e.g. BSN required, MSN preferred.):

EDUCATION: Bachelors degree in a related discipline required
YEARS OF EXPERIENCE: 8+ years of experience in project and program management
REQUIRED SKILLS AND KNOWLEDGE: 5 years of hands-on project and program management experience including leadership of large, complex technical and strategic projects.
Formal experience and training in project and risk management. Experience in developing project delivery methods, tools, and best practice in program management.
LICENSES REGISTRATIONS &/or CERTIFICATIONS:
PMP – Preferred but not required
