    Position Summary:
    The Housing Program Manager is a key part of Cultivate Initiatives housing program development. They will assist with the coordination of programs, support of Housing team staff, and other housing-related activities.

    Accountability:
    Reports to Housing & Homemaking Director


    Works Directly With:
    Housing & Homemaking Director, Housing Specialist Lead, housing team members, as well as partners related to housing, such as landlords, perspective landlords, and funders


    Duties/Responsibilities:
    Provide leadership, support, and positive role modeling for Housing staff. Promote a team environment where efficacy, responsibility, and collaboration are paramount.

    Responsible for supporting scheduling daily assignments for the Retention team and working with Case Managers to manage daily casework and neighbor meetings.

    Creating proposals, policies, and procedures for the Housing Program.

    Work with the Director of Housing & Homemaking and the Supportive Housing Coordinator to support program design, implementation, and evaluation to increase access to and efficiency of the program, as directed.

    Coordinate and provide coverage for Housing team members as needed when they are absent.

    Demonstrate and empower staff to take initiative, problem solve, prevent and de-escalate crises, follow a trauma-informed practice, and engage with equity in mind.

    Assist in developing and implementing on-the-job training and guidance for Housing team members across the organization.
    Monitoring the implementation of supportive housing program policies and practices.
    Working to keep projects on schedule, within stated budgets and functioning smoothly.
    Provide support for neighbors within our Retention Case Management to help them maintain housing stability.
    Supporting program growth and development as necessary.

    Ensuring that clients maintain housing by responding to requests for assistance in a timely manner and offering support with a wide range of tasks some of which include lease renewals, lease violations, or re-certifications.

    Representing Cultivate Initiatives to various stakeholders and community partners.
    Recruiting and developing a comprehensive listing of affordable housing/resources and partnerships with landlords open to working with SHS clients.
    Preparing statistical and analytical reports of program activities, operations, and procedures; gathering and compiling data for reports.
    Responsible for assuring the quality and compliance of program operations
    Conducts/manages special projects requiring research, analysis, organization, documentation, and coordination as assigned.
    May perform other duties as requested by supervisor.

    Required Skills/Experience:
    Knowledge of affordable housing/housing issues faced by people who are unhoused.
    Active listening skills/commitment to fully understanding the client's point of view.
    Ability to communicate difficult and complex housing choices to clients who possess a range of listening and processing challenges.
    Ability to maintain a non-judgmental, non-reactionary, and non-defensive communication style during challenging discussions.
    Ability to apply critical thinking skills to make sound judgments in developing and time-sensitive situations.
    Ability to responsibly prioritize competing tasks and follow through in a timely manner.
    Capacity to follow meticulous record-keeping/reporting protocols.
    Ability to work cooperatively as a team with other staff, the client, and client's circle of support.

    Ability to communicate and relate to persons of diverse backgrounds and abilities and establish and maintain effective working relationships with other employees and residents.

    At least two years of relevant experience in providing services to low-income individuals.
    Knowledge of community resources, social services, and benefits administered by the county.
    Ability to navigate housing barriers specific to marginalized community members and promote equitable and inclusive housing outcomes for all.


    Preferred Skills/Experience:
    Previous experience and familiarity with HMIS data entry
    Experience with Housing Case Management


    Physical Requirements:
    Ability to sit, stand or walk for prolonged periods, and ability to stoop and kneel occasionally
    Ability to speak and hear to use telephone
    Ability to effectively use computer, lift paper and files
    Ability to push, pull reach for and lift articles up to 10 pounds
    Ability to safely operate a motor vehicle

    Compensation/Benefits
    $62,000 annual salary
