    East Cherry Creek Valley Water and Sanitation District (ECCV) has been sustaining our community by providing safe and reliable water since 1962. Sourced from the South Platte River and non-tributary aquifers, ECCV distributes water to approximately 65,000 customers in the eastern portions of the City of Centennial and unincorporated Arapahoe County.     The Water Resources Engineer is responsible for water supply planning, water rights and water quality protection, and input/advisement of capital improvement projects involving raw water infrastructure. Assists in the research, analysis, planning, protection, and operation of the District's water supply. Works with partner agencies and consultants for operation of facilities and supplies.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    • Performs water resources management responsibilities to include: provides technical and strategic planning assistance and recommendations on water supply, use of reclaimed water, water demand management and issues related to the District's water resources and raw water system; participates in operations, maintenance, and optimization of the raw water systems and facilities owned by the District; performs water supply and water resources studies, modeling, and data management.
    • Utilizes Geographic Information System (GIS) for water resources applications including watershed management, water system operations, and water use studies.
    • Investigates potential impacts from proposed development and construction activities to raw water facilities owned by the District and irrigation companies.
    • Oversees and works with partners and consultants on water planning and development to include: short and long-range water planning activities including research, analysis, issue identification, projection modeling, and related tasks; evaluates water supply availability, water demand projections, and production and consumption data and trends.
    • Oversees and works with partners and consultants on water supply planning studies, supply reliability analyses, investigations of climate interactions with water supply, and drought planning research.
    • Assists with capital improvement projects to include: reviews design plans, specifications, and contract documents for capital projects.
    • Provides support in the coordination of water resources issues with other departments, consultants, and customers.
    • Participates in the Upper Cherry Creek Water Association Board meetings (UCCWA).
    KNOWLEDGE, SKILLS AND ABILITIES
    • Comprehensive knowledge and experience with Colorado water law, water rights administration, court procedures, and administrative governmental agency regulations and processes.
    • Knowledge of methods of acquiring and developing water supplies.
    • Knowledge of principles, techniques, and methods of hydrology and agriculture/irrigation practices.
    • Knowledge of principles and practices of civil engineering as it relates to water resources and raw water facilities and structures.
    • Experience with operation and maintenance of raw water systems and facilities including reservoirs, canals, headgates, measuring devices, and flow structures.
    • Ability to plan and determine long-range needs for the expansion, reconstruction, and maintenance of raw water supply systems and facilities.
    • Ability to develop and use computer models to analyze water supply planning and operations.
    • Ability to review, understand, and interpret engineering construction plans, specifications, and other contract documents.
    • Ability to communicate data and complex concepts effectively both verbally and in writing, communicate clearly, concisely, and effectively to technical and non-technical audiences.
    • Demonstrate with all interactions, a high level of quality customer service; a positive and professional demeanor; the ability to exercise sensitivity; the ability to handle stressful situations in a diplomatic and tactful manner.
    • Ability to accurately compile, analyze and interpret facts to troubleshoot; arrive at valid conclusions and make logical decisions to solve problems; exercise sound judgment in making decisions.
    • Ability to effectively prioritize tasks, make independent decisions, prioritize workload with multiple shifting priorities and interruptions; follow-up, and follow-through on tasks; and meet deadlines.
    REQUIREMENTS
    • BS degree in water resources, environmental or civil engineering, or closely related technical field.
    • 3 + years experience in water resources management, civil or environmental engineering, or a field directly related to water resources management.
    • Must possess a valid Driver's license.
    • Experience working directly for a municipality, water district or consulting firm providing services to a municipality government preferred.

    WORKING ENVIRONMENT AND PHYSICAL ACTIVITIES

    This position consists primarily of office work with reoccurring field work and requires occasional operation of a district vehicle to various work sites. Office work requires the ability to operate standard office equipment, such as computers, phones, photocopiers, and fax machines. This position requires the ability to sit for extended periods of time with hand/eye coordination: for repetitive motion and data entry. Field work includes exposure to all weather conditions and working in potentially hazardous environments. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    Position pay range: Min $74,000/yr to Max $111,000/yr. Pay based on qualifications and experience. ECCV is an equal opportunity employer.
