    SAIC is seeking an

    Acquisition Analyst


    to serve as a subject matter expert to assist with financial execution and delivery of Space Command and Control software systems.

    You will play a crucial role in providing recommendations translating mission needs into operationally delivered end-to-end software solutions.
    This position is based in


    El Segundo, CA , and focuses on supporting the Horizon program within the Space Command and Control (Space C2) Program Management Office.

    As part of this role, you will be collaborating closely with the Space Systems Command's (SSC) Battle Management Command, Control & Communications (BMC3) Program Executive Office.

    Your primary responsibilities will involve contributing to the development, deployment, modernization, and expansion efforts of the Space C2 program.
    The position requires you having an in-depth experience with DoD program acquisition processes and documentation. You will interact and coordinate daily with numerous stakeholders (Program Managers, Contracting Officers, System Engineers, and external/partner organizations). The successful candidate will have excellent communication and team skills.

    Fun stuff you will do on the job:
    Developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met
    Support various software systems, including lifecycle cost analysis and estimation, decision analysis, and for execution of multiple appropriations to include RDT&E, procurement and Operations & Maintenance
    Manage EVMS and support POM input as part of the Programming Phase of the Program, Planning, Budget, and Execution process
    Sustain the development and refinement of acquisition strategies, as well as identify program execution issues and provide recommendations when possible
    Perform analyses of program business cases and risk assessments
    Support budget process by preparing Congressional Budget Justification documents, Staffer Briefs, and OSD and Congressional inquiries
    Develop Execution year financial data for Service Acquisition Executive Program Management Reviews, Baseline Execution Review, Mid-year Execution Review, Spring Program Review, Summer Execution Reviews, Above & Below Threshold Reprogramming and serves as a financial consultant on budgeting strategies and techniques
    Develop/coordinate overarching program planning and execution documents as prescribed by/tailored from various DoDs 5000 series, and relevant DoD, AF, and SSC policies
    Draft cost evaluations and function as an advisor in source selections
    Serve as SME on Fiscal Law, Fiscal Policy, Financial Management Regulations, Service-Level FM Instructions, Command-level inspection compliance processes and procedures and financial execution
    Qualifications

    This is you:
    Bachelor's Degree and 15+ years of related experience with

    Government weapons system acquisitions reviewing status of projects and budgets; managing and preparing status reports.
    Interfacing with all levels of functional/division acquisition offices to accomplish projects for the government program office

    In-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable)
    Willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination

    Understanding of and implementation of fiscal law
    Involvement in developing, modifying and executing company policies that affect immediate operations and may have company-wide affects.
    Program Support of ACAT I through ACAT III programs.

    Certifications:
    Certified Acquisition Professional, Level II, Business, Cost Estimating and Financial Management (BCE&FM), DOD/FM Level II Certified

    Target salary range:
    $150,001 - $175,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
