    Description

    Job Title: Cost Estimator at OBO Cost Management

    The Program Development, Coordination, and Support Directorate at the Department of State's Bureau of Overseas Buildings Operations (OBO) is seeking a Cost Estimator to join their team. As a Cost Estimator, you will be responsible for a wide range of cost estimating and cost management consulting duties related to overseas construction and maintenance projects.

    Responsibilities

    • Support preparation of estimates for construction projects and provide cost analysis and management services.
    • Assist with construction market surveys and analyze in-country construction cost data.
    • Prepare budget estimates at all project phases and update cost estimates based on scope definition.
    • Facilitate risk analyses for construction cost estimates and negotiate risk mitigation strategies.
    • Collaborate with stakeholders to ensure quality and performance targets are met.
    • Communicate project information to senior management and stay abreast of cost management theories and methodologies.
    • Provide input on contractor proposal prices and contract agreements.

    Requirements

    • Bachelor's Degree in a related field.
    • Minimum of seven years of experience in construction cost estimating.
    • Proficiency in MS Excel, Word, and Outlook.
    • Knowledge of engineering cost management, construction contracts, and overseas construction practices.
    • Acquisition strategy skills and understanding of accounting techniques.
    • Familiarity with proposal pricing models and S. laws governing procurement.
    • Ability to plan, prioritize, and communicate effectively.
