    SummaryThis position is located in the Directorate for Technology, Innovation and Partnerships, Strategic Partnerships Hub (TIP/SPH).

    The incumbent serves as the lead analyst for the SPH and applies qualitative and quantitative analytical techniques and information management skills to capture, assemble, analyze, and disseminate data for assigned projects and reports, and conducts complex analyses on a broad range of partnership activities and data from across the agency.

    DutiesAs a Program Analyst (Partnership Analyst), you will perform the following duties:


    Applies qualitative and quantitative analytical techniques and information management skills to capture, assemble, analyze, and disseminate data for assigned projects and reports, and conducts complex analyses on a broad range of partnership activities and data.

    Maintains in-depth awareness of new legislation, policies or trends that have the potential to or will impact NSF partnership reporting.

    Supports strategic planning for partnerships and supports leadership in the development of partnerships tracking and evaluation practices and procedures and works closely with other organizations within NSF to establish, maintain, and track partnerships.

    Provides technical assistance across all NSF directorates on monitoring, evaluation, and learning (MEL) approaches for partnerships, including responding to ad-hoc requests, developing training content for partnership reporting tools and applications, and providing specialized support.

    Serves as Contracting Officer's Representative (COR)/AOR and/or alternates on Strategic Partnerships contracts, task orders, or other project management-related initiatives within TIP.

    This entails monitoring project implementation progress under contracts, grants, sub-grants, and/or cooperative agreements.
    Tracks and reports progress against the various activities' implementation plans and work plans.
    Responsible for the day-to-day project management.

    Participates in collaborative activities with partners from other government entities and the private sector, including representing TIP and NSF on working groups.

    Leverages diverse and collaborative networks with these entities/organizations.
    Requirements Conditions of EmploymentApplicants do not need to seek their supervisor's approval to apply for this detail opportunity.

    Candidates selected for a detail will remain at their current grade and rate of pay.
    This detail/temporary promotion is for a period of 120-days and may be extended up to one year. The detail/temporary promotion may be terminated at any time during this period.
    Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade.
    Candidates selected for a temporary promotion or eligible for a lateral reassignment may be made permanent. Candidates selected for a detail may not be made permament.

    QualificationsTo qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 Level service utilizing qualitative and quantitative analytical techniques to assess partnership activities.


    Examples of specialized experience include:

    capturing, assembling, analyzing, and disseminating data; evaluating legislation for impacts to partnership activities or reporting; tracking and evaluating partnerships; providing data to validate partnerships, the need to expand or reduce existing partnerships; and/or establish new partnerships.

    Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

    Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work.

    You will receive credit for all qualifying experience, including volunteer experience.
