    Responsibilities

    This is a Hybrid Position with both a Telework and On-Site Requirement.
    • Must provide subject matter expertise to serve as project facilitators during the preparation, execution, and post event for related meetings, projects, and events.
    • Develop, mine and report programmatic enterprise performance metrics by collecting data from various sources to include the Army Warrior Care and Transition System (AWCTS), Medical Operations Data System (MODS), and other data bases and regularly update key performance metrics in support of the ARCP.
    • Prepare and submit monthly reports to the PM or CEO.
    • Prepare and submit weekly reports NLT 12pm each Friday to the PM or CEO.
    • Provide Weekly Activity Report (WAR) to the Government no later than 4:00 p.m. each Friday.
    • Provide Monthly Financial Reports detailing travel and labor expenses.
    • Provide the Government a comprehensive travel plan when travel is required and provide a trip report to the COR detailing all analysis activities within 10 business days following the completion of official travel.
    • Establish and manage audit and risk management, operations to assess program efficiencies, conduct gap analysis and recommend solutions to the DCoS and the ARCP.
    • Collect, extract, compile, and analyze data in support of assigned projects.
    • Provide analysis of extracted/complied data to support assigned projects as applicable.
    • Conduct risk management training, provide risk management assessments, prepare risk plans, and be the Subject Matter Expert (SME) to the ARCP for risk management across the enterprise.
    • Assist in the establishment of the ARCP enterprise risk management program including associated methodologies to communicate and promote a common understanding of the program.
    • Coordinate and provide assessment for enterprise-level risk management activities.
    • Advise management officials on matters pertaining to risk identification, analysis, and mitigation/avoidance of negative risks to the organization.
    • Conduct risk vulnerability assessments to evaluate the effectiveness of organizational programs, priorities, and objectives.
    • Provide recommendations to management on risk response strategies and methods to improve and strengthen areas of risk vulnerabilities.
    • Participate in organizational inspections to assess the Directorate's and ARCP risk controls and provide recommendations for compliance to regulatory standards.
    • Support command priorities and initiatives by identifying risks and developing mitigation strategies to qualitatively identify threats to the Directorate/ARCP and to quantify program risk levels and recommend strategies to the Resource Manager.
    • Provide audit risk mitigation expertise.
    • Provide Internal Control Training
    • Coordinate, Document, Track and be Responsible for External Audits.
    • Provide cost analyses and modeling in assessing ARCP programs and enterprise-wide initiatives for efficiency.
    • Implement a Transition Plan that addresses the full range of contract entrance and exit transition activities and describes the approach to minimize disruption to ongoing operations.
    • Develop and maintain an effective quality control program to ensure services are performed according to standards.
    Qualifications
    • Muat possess a minimum of a master's level of education/experience in Quality Assurance/Management or the equivalent and possess certification specifically in program/project management risk management.
    • Desired that the Program Risk Management Consultant on-site possess the minimum of a Lean Six Sigma Master Black Belt certification.
    • Requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive
    • Must possess sound knowledge of the federal government.
    • Must have experience with both Internal and External Controls.
