    Job Description and Duties

    Under the general direction of the Supervising Environmental Planner of the Division of Environmental Analysis, the incumbent coordinates, leads, and directs staff in the reviews, preparation, and approval of environmental studies in the fields of air quality, noise, hazardous waste, and related studies of unique and/ or complex projects to meet Caltrans milestones. The incumbent resolves complex problems regarding air quality, noise, hazardous waste, and related fields for environmental clearance activities. The incumbent ensures compliance with Caltrans internal guidelines and polices, and compliance with Federal, State, and local regulatory requirements related to Environmental Engineering. The incumbent prepares, track and implements contracts and task orders for related items, manages their workload, resources, and allocations. The incumbent conducts internal and external coordination with functional units, agencies, partners, stakeholders, and the public.

    Working Conditions

    Position located in San Bernardino, San Bernardino County

    Work is normally conducted between the hours of 7:00 AM and 5:00 PM in a professional office atmosphere under fluorescent and/or incandescent lighting. Office temperatures are normally controlled with heating and/or air conditioning set to accommodate the comfort level of the majority of the workers, except when energy conservation measures may be required. Field activities will be conducted as needed and under a wide variation in weather conditions and climates including extreme temperatures exceeding 100 degrees Fahrenheit. Possession of a valid driver's license is required when operating a state or leased vehicle.

    This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

    New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

    Special Requirements

    Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers is required.

    A Statement of Qualifications (SOQ) isrequired. Please include a 1-page to 3-pageSOQ using 12-point font that responds to each question below. Resumes and coverletters will not take the place of the SOQ. Failure to include and complete the SOQ may result indisqualification.

    1. Provide examples that demonstrate yourability to relate to and work with interdisciplinary project teams to analyzesituations accurately, identify potential conflicts, adopt effective solutions,and build consensus within the teams.

    2. Describeyour experience and knowledge of environmental engineerings role in thedelivery of capital, maintenance, and oversight projects as well as yourexperience and knowledge of implementing Departmental project deliverypolicies, procedures, standards, and environmental compliance.

    3. Provideexamples of your experience with identifying and evaluating existing andpotential conditions resulting from transportation projects to decide theproper course of action for noise, air quality, and hazardous wasteinvestigation and mitigation as well as developing recommendations forminimization measures for operational and construction noise, air, and hazardouswaste impacts.

    4. Describeexperience adapting to ever-changing work assignments and project relatedrequirements as well as managing multiple priorities while meeting multipledeadlines.
