    JOB SUMMARY: Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves at an assistant office head level to professionals providing professional support in one or more areas listed.

    POSITION SPECIFIC DUTIES: Under limited supervision in the Division of Intermodal – Transit Program, the Transit Compliance and Asset Management Manager performs work of considerable difficulty to ensure regulatory compliance at the local, state, and federal levels for Federal Transit Administration (FTA) Section 5307 and 5311 Programs.This position provides guidance and direction to executive level management and staff on regulatory guidelines, organizational compliance, and Civil Rights programs including, but not limited to; Disadvantaged Business Enterprise (DBE), FTA Drug and Alcohol Administration, American with Disabilities Act (ADA), Equal Employment Opportunity (EEO) Title VI programs.This position also ensures compliance with FTA regulations in areas of Legal Financial Management Oversight, Technical Capacity, Satisfactory Continuing Control, Procurement, School Bus, Charter, and Section 5311 and 5307 program requirements.The Transit Compliance and Asset Management Manager tracks reporting requirements and tracking of FTA requirements to ensure the Department is in compliance during state and federal audits, such as the FTA Comprehensive Review occurring every three years and FTA Enhanced Reviews as they occur between the Comprehensive Review Period.This position ensures compliance with fleet and asset management including, but not limited to, vehicle inventory reconciliation, vehicle delivery and surplus processes, FTA Transit Asset Management Plan (TAMP) requirements, and Public Transit Agency Safety Plan (PTASP) requirements.This position manages and directs RTAP activities including, but not limited to, conducting training for transit agencies and providing technical assistance.This position serves as a technical resource to rural and urban transit systems in the areas of vehicle maintenance, vehicle procurement, testing and inspection of transit vehicles and products, evaluating the performance of transit vehicles and equipment, and assisting in delivering and/or arranging for appropriate training opportunities for urban and rural transit operators in the areas of transit asset management and maintenance.The Transit Compliance and Asset Management Manager ensures that federal and state transit asset management and grants management regulations are correctly implemented and that sub-grantees are in compliance with all applicable Federal and State regulations. Prepares various analyses and documents pertaining to transit asset management

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

    STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in a related field AND related leadership experience.
  • OR Associates' degree in a related field, leadership experience OR One year at position equivalent.
  • AGENCY SPECIFIC QUALIFICATIONS:

    ·Completion of an undergraduate degree in urban or rural transportation planning, public policy, public administration, business administration, management, finance, or related field.

    ·A Minimum of 5 years of experience in transportation infrastructure planning and development, transit system operations, asset management, procurement, ensuring "state of good repair" for transit fleet, and/or transportation project management.

    ·A Minimum of 5 years of experience leading or supervising personnel engaged in transit activities.

    AGENCY PREFERRED QUALIFICATIONS:

    ·Master's degree from an accredited college or university in urban or rural transportation planning, public policy, public administration, business administration, management, finance, or other closely related field.

    ·A Minimum of 10 years of experience in managing FTA funded transit capital assets

    ·A Minimum of 10 years of experience managing and directing a professional staff engaged in transit activities

    ·A Minimum of 10 years of experience administering programs under the Federal Transit Administration

    ·A Minimum of 10 years of experience managing and directing the procurement activities for a transit asset management program including activities such as preparing procurement documents, advertisement, bid and proposal review, preparing independent cost estimates, and recommended award actions.
