    Summary



    This position is located with the Regulatory Directorate (RD).The RD supports the mission of the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (OATSD(PCLT). The incumbent is a Senior Management Analyst supporting the DoD Regulatory Program and possesses a comprehensive knowledge and understanding of regulatory policies and the policies and requirements of the Office of the Secretary of Defense (OSD) Federal Register System.



    Duties


    Incumbent typical work assignments may include the following:

    • Serves as the Senior Management Analyst responsible for the development and implementation of regulatory policy for the DoD.
    • Oversees the preparation of and manages DoD's regulatory rule submission documentation for approval by the DoD Regulatory Policy Officer.
    • Monitors DoD regulatory activities and compliance for uniform compliance with Executive and Legislative requirements pursuant to all laws, regulations and policies pertaining to rulemaking including, but not limited to: The Administrative Procedure Act (APA); The Federal Register Act (44 U.S.C. chapter 15); E , Regulatory Planning and Review; E.O. 13563, Improving Regulation and Regulatory Review; E.O , Modernizing Regulatory Review; OMB policies and guidance; The Federal Register/Code of Federal Regulations Publication System; the Federal Register Document Drafting Handbook; secondary legislative controls on the rulemaking process; and internal DoD policies, specifically, DoD Instructions on the DoD Regulatory Program and the OSD Federal Register System, and related policy and guidance.
    • Identifies, analyzes, and proposes solutions to eliminate or minimize issues created by the incompatibility of existing and emerging programs and processes.
    • As the Docket Manager, the incumbent utilizes in-depth knowledge and expertise to identify special circumstances arising from receipt of electronic public comments during the Notice and Comment period associated with Federal rulemaking.
    • Prepares and presents high-level briefings, prepares, and analyzes reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.
