    Healthcare IT Project Manager – Washington DC (Remote Allowed)

    Terms:

    Responsibilities


    • Provide IT Project Management related services in the areas of technical research, systems architecture, requirements management, mission-critical systems implementation, and support.
    • Provide project coordination and management across various platforms not limited to cloud, mobile, Salesforce, and innovative/emerging technologies initiatives such as Robotic Process Automation (RPA) and Artificial Intelligence (AI) based solutions.
    • Liaise with internal and external stakeholders to provide timely and effective status updates and risks/issues associated with the project execution.
    • Conduct technical research, perform complex requirements analysis, and prepare comprehensive reports, documents, and other research material for internal and external audiences.
    • Prepare consolidated project reports for monthly review by the Chief Information Officer (CIO).
    • Act as a liaison between business stakeholders, including external entities, and the Information Technology team, using strong communication skills to coordinate, document, analyze and validate policy implementations, and provide responses and recommendations.
    • Effectively apply industry-standard project management methodologies and enforce best practices to initiate, plan, execute, monitor, and control project activities.
    • Work closely with the technical and non-technical teams, project managers, release managers, and operations managers to ensure the timely implementation and successful delivery of audit results.
    • Plan, coordinate, conduct, and lead analysis of IT system architecture decisions, business processes, compliance initiatives, and IT best practices.
    • Prioritize and manage project/release scope, lead requirements elicitation, coordinate technical development, deliver technology solutions with high-quality standards, and provide periodic status reports to IT leadership.
    • Effectively direct, manage, and control all project activities and deliverables through all phases of the project lifecycle.
    • Proactively identify, assess, and manage project risks and implement contingency plans when necessary to minimize the impact of risks on project outcomes.
    • Ensure that project deliverables meet or exceed the established quality criteria and comply with relevant regulations, industry standards, and organizational policies.
    • Develop, and maintain project artifacts and support the implementation of best practices, tools and software, and project performance metrics.
    • Conduct various project reviews and submit independent assessments and reports to the Office of the CIO, as required.
    • Support the Office of the CIO in enforcing best practices, standards, methodologies, and processes.
    • Adhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.
    Minimum Qualifications


    • A minimum of ten (10) years of experience in the technology domain with a minimum of five (5) years of experience in successfully managing enterprise IT projects.
    • A minimum of five (5) years of experience managing large-scale complex application enhancements.
    • A minimum of five (5) years of experience preparing comprehensive analytical and technical research reports, presentations, tables, graphs, and other observations and presenting to technical and non-technical audiences.
    • A minimum of two (2) years of hands-on experience creating, modifying, and maintaining various project artifacts for complex health insurance marketplace, healthcare, or health and human services IT systems.
    • Demonstrated experience conducting technical or policy research and performing analysis identifying technical requirements and implementing processes, best practices, and technology solutions.
    • Demonstrated expertise in analyzing business processes and converting health exchange marketplace policies/requirements into technical solutions.
    • Prior experience coordinating work management processes, system architecture work groups, or similar functions supporting strategic policy implementations or IT decisions on cutting-edge technology solutions meeting policy needs.
    • Possess strong project management skills and the ability to multitask, work independently and meet deadlines.
    • Hands-on experience utilizing project management tools such as MS Project, VersionOne, JIRA, or equivalent.
    • Excellent written and verbal communication skills, with the ability to present complex technical information and recommendations in a clear, concise fashion to technical and non-technical audiences.
    • Demonstrated experience with systems development lifecycle (SDLC) techniques and Agile software development methodologies.
    • Knowledge of various software tools and technologies used in the industry, including data analysis, project management, and database management software.
    • A strong understanding of business processes, operations, and practices in the health insurance marketplace system changes.
    • Proven strong analytical, problem-solving, critical thinking, attention to detail, and organizational skills.
    • Excellent organizational and time management skills, with the ability to manage multiple projects and priorities simultaneously.
    Preferred Qualifications


    • A minimum of ten (10) years of hands-on project management experience in the development, enhancement, implementation, and support of complex enterprise technology solutions across disparate platforms in the technology domain.
    • A minimum of five (5) years of hands-on project management experience in migrating/integrating large-scale Salesforce applications or equivalent.
    • Experience planning, coordinating, conducting, and leading analysis of IT system architecture decisions, business processes, 508 compliance, CMMI (Capability Maturity Model Integration), or other best practices.
    • Hands-on experience working with requirements management processes, including elicitation, analysis, documentation, validation, and traceability, effectively applying best practices.
    • Experience with various software development methodologies, such as Agile, Scrum, or Waterfall, aligning requirements management processes with the project's overall development approach.
    • Experience in leading or coordinating building a data platform, data integration, or data reporting initiatives.
    • Prior experience working in the state-based marketplace (SBM), federally facilitated marketplace (FFM), or other closely related healthcare domains.
    • Experience with setting quality assurance and quality control functions of large-scale enterprise systems.
    • Experience managing or coordinating IT projects related to the Affordable Care Act or State Based Marketplace implementations.
    • Experience with integrating the health insurance marketplace platform with government systems, such as Medicaid, for ensuring seamless eligibility determination and enrollment processes.
    • Knowledge methodologies such as Use Case Modeling, User Stories, or Business Process Modeling.
    • Demonstrated experience effectively communicating with diverse stakeholders, including technical and non-technical team members, ensuring requirements are clearly understood and accurately documented.
    • A background in healthcare informatics or familiarity with healthcare or Health Exchanges and knowledge of Medicaid and Qualified Health Plan (QHP) Policies relevant to eligibility, plan shopping, and enrollment functions.
    • Understanding data security and privacy requirements specific to healthcare, as well as general best practices in data protection, for safeguarding sensitive personal and health information.
    • Knowledge of accessibility standards, such as Section 508 or the Web Content Accessibility Guidelines (WCAG), and best practices in user experience (UX) design for the health insurance marketplace platform accessible and user-friendly.
    • Possess certifications relevant to project management best practices.
    • Experience working with the Project Management Office (PMO) processes, policies, and procedures
