Position Overview and Responsibilities :

The Departmental Purchasing Director is responsible for leading and directing the Department's procurement office, and overseeing the purchasing functions for DMS.
This includes leading staff and stakeholders in successful departmental procurements, advising the Senior and Executive leadership teams on best procurement practices, and, educating staff and stakeholders on procurement and purchasing processes and procedures.
This position will also represent the Department with both internal and external partners.Lead a professional staff in the day-to-day operation of competitively procuring commodities and services pursuant to chapter 287, Florida Statutes.
This includes developing agency competitive solicitations, requests for information, contracts, and other solicitations or purchasing processes and documents.Manage the department's purchasing card program.
Lead staff in tracking and reporting procurement status.
Coordinate procurements with divisions, department leadership, and the Office of the General Counsel.
Facilitate effective, on-going communication with stakeholders to forecast procurement needs.
Identify and implement ways to continually improve purchasing practices within the agency.
Provide guidance to stakeholders regarding governing purchasing laws and administrative rules.
Coordinate, develop, implement and ensure compliance with procurement and contract management policies, procedures, best practices, and process improvements. Review procedures and processes and recommends changes, as necessary.
Responsible for the supervision of staff including performance management, planning and directing work, managing schedules including leave requests, fostering a healthy and positive work environment, and working with the Office of Human Resources during hiring and disciplinary actions.
Knowledge, Skills, and Abilities:
Knowledge of Chapter 287, F.S., competitive procurement process.
Skilled in effective procurement and contract management principles and practices.
Ability to apply and implement rules, regulations, policies, and procedures relating to the purchasing process.
Knowledge of methods of compiling, organizing, and analyzing data to make recommendations for improving current procurement processes using methodologies such as life cycle costing, best value, and negotiation.
Ability to communicate effectively, both verbally and in writing.Ability to establish and maintain effective working relationships with others.
Minimum Qualifications:
A bachelor's degree and a minimum of four years of professional purchasing experience. Professional purchasing experience can substitute for the postsecondary education on a year-for-year basis.
A minimum of three years of management experience is required.
