    GIS Technician

    12 Months, Remote Role

    Duration: START 5/1/24, END 5/1/25

    STATEMENT OF WORK:

    Client Public Utilities and Information Technology Department is seeking a full-time remote GIS technician to map and add attributes for approximately 25,000 existing legal documents (primarily deeds, easements and judgements). This position would be for one year with the possibility of extending. This GIS technician will be responsible for the following:

    Legal documents received by real property services will be mapped spatially based on their legal description and/or geographical identifier.

    o These .tif and .pdf documents are stored in a SQL database

    o Legal documents should be mapped digitally using ArcGISPro by georeferencing the image and following the written legal description

    o Example legal description: Beginning at a point feet south of the northeast corner of section 25, township 20 north, range 2 east W. M. Thence south feet; thence north 89 22 west a distance of feet to the east boundary of John Rigney Ddonation Land Claim in said section 25; thence northerly to a line bearing South 89 22 east through the point of beginning; thence south 89 22 east a distance of 630 feet to the place of beginning

    o The legal areas shall be drawn as polygons in ArcGIS Pro

    Once the feature is drawn, mapper fills out the attributes such as TPU Reference Number and County Recording Number which will be provided to technician

    o TPUs service area spans 5 counties, each of which has their own Recording Number included in any legal document pertaining to property that lies in their jurisdiction.

    Finally links to document location are added to the data allowing the users to access the original document by clicking on the described area.

    The technician will work with staff to create an authoritative ArcGIS geodatabase

    The GIS Technician will need the following:

    Broad understanding of the purposes of different types of legal documents (deeds, easements, vacations, and judgements) and knowledge of how legal documents are related to other documents

    Ability to read and understand legal descriptions for western Washington counties

    Ability to accurately georeferenced historical documents and digitally draw accuratee lines and polygons in ArcGIS Pro

    Ability to communicate with Real Estate Specialists as mapping complexities arise

    Ability to update document details in SQL database

    DELIVERABLES

    The selected GIS technician is expected to:

    Participate in project kick off

    Develop basemap with relevant data for mapping

    Communicate regularly with real property experts when documents are out of date or complex

    Work with staff to deliver an ArcGIS geodatabase containing the approximately 25,000 mapped legal areas.
