    Official Position Description:

    In the Division of Planning, Office of Local Programs, develops, implements & administers assigned Ohio Local Technical Assistance Program (LTAP) eLearning delivery; formulates & implements policies & procedures; determines eLearning budget requirements; creates curriculums; develops, modifies, updates, & delivers training using computer & related software (, eLearning hosting software). Determines policies for student eLearning completions, testing, tracking, & record keeping. Independently assesses all training needs for core customer functions (, maintenance & operation of roadway infrastructure; application of safety countermeasures to roadways to reduce crashes; administration of federal-aid funds for local public agency projects) to identify gaps & develop recommended curriculum for eLearning development & deployment. Identifies legally required (, Code of Federal Regulations (CFR)) training for local public agency staff. Obtains & maintains national accreditation status (, training provider for American Institute of Certified Planners (AICP)). Manages training enrollment & eLearning delivery platforms (, Enrollware & Coursemill) for Ohio¿s local transportation agencies. Develops & implements plans to integrate existing, stand-alone systems into one platform to enhance the customer experience & direct customer availability to training information. Responsible for managing &/or updating the platform (, develops platform specifications, guidance documents & customer training aids; utilizes computer & related software (, Microsoft Office Suite, Camtasia, Lectora, Storyline) to create reports for the Federal Highway Administration (FHWA) & executive management. Oversees & manages consultant selection & consultant contracts for eLearning development on select topics. Researches, recommends, purchases, & manages eLearning from external sources as identified to meet customer needs & enhance training offerings (, state representative to AASHTO TC3 technical service program). Travels to work with Subject Matter Experts (SMEs) internal & external to ODOT (, local public agency staff, consultants, FHWA, & American Association of State Highway Transportation Officials (AASHTO)) to obtain course content & author eLearning modules. Develops measurable learning objectives & business outcomes for each eLearning course. Utilizes select instructional design modules (, SAM, ADDIE), builds eLearning modules which incorporate appropriate activities, visual aids (, on-the-job application tools, learning aids) & downloadable participant materials to communicate content which fulfills the course¿s learning objectives. Recommends & incorporates the appropriate level of learning evaluation (, Kirkpatrick Levels 1, 2, 3 &/ or 4) into the course delivery to determine course effectiveness. Applies adult learning theory to all training designs; builds relationships among stakeholders & SMEs; stays current in virtual learning design trends & platform updates to continually recommend appropriate learning solutions.

    Manages the coordinated delivery of webinars for Ohio¿s Local Public Agencies (LPAs) (, new innovations for LPAs; new developments within technical areas impacting LPAs; ODOT initiatives affecting & impacting LPAs; technically requested subject updates). Schedules presenters, hosts webinar dry-runs & hots the day-of webinar event. Acts as a technical liaison for all scheduled webinars. Utilities a computer to publish recorded webinars on the Ohio LTAP Center¿s YouTube Channel for broad distribution.

    Travels to attend outreach meetings (, County Engineer Annual meetings with townships &/or Township Association meetings) &/or conferences. Writes articles for the LTAP newsletter using computer & related software (, Microsoft Office): provides bi-weekly status report on work plan activities. Performs other duties as assigned (, assists with on-site

    Qualifications Completion of undergraduate core program in business or public administration, human resources or related field, or adult education; 2 yrs. exp. in teaching/presenting adult education or human resources training & development classes, or in developing adult education curriculum or access to educational partners/vendors providing adult education; 1 course or 3 mos. exp. in operating personal computer & use of office systems software (, Microsoft Word; Access; Excel; Power Point).

    -Or completion of undergraduate core program in business or public administration, human resources or related field, or adult education; 2 yrs. managerial or supervisory exp. in adult education or human resources field; 1 course or 3 mos. exp. in operating personal computer & use of office systems software (, Microsoft Word; Access; Excel; Power Point).
