Description
The Judicial District Operations and Programs Department is crucial in helping judges, court administrators, and court staff run minor and trial courts efficiently.
The Judicial Program Administrator is an advanced-level professional position involving program research, analysis, data dissemination, and training to support the department's operations.
The work is carried out independently and with sound judgment under the supervision of the department's Assistant Director.Primary Duties
The role is to help judicial districts by analyzing their administrative needs and developing solutions that fit their specific requirements.
Conduct research, analyze procedural questions from judicial districts, and identify common areas of concern to develop effective and efficient solutions.
Collect, analyze, and disseminate data and information regarding court program operations using surveys and other data collection instruments.Review and analyze petitions related to the Decennial Magisterial District Judge (MDJ) Reestablishment, Rule 101 petitions, mid-term realignments, or central court creation requests.
The goal is to ensure that all requirements and criteria have been met. Additionally, provide data analysis and support to judicial districts as they create petitions/proposals.Calculate annual Judicial Needs Assessment (JNA) data using caseload statistics, workload algorithms, vacancy information, and other data. Provide updated data annually to the Director/Assistant Director.
Design and execute training programs for judges, court administrators, and court staff. Conduct the training in both in-person and webinar formats.
Serve as an instructor at continuing education sessions, including the annual new Court Administrator school, statewide conferences, workshops, and other presentations as requested.
Create and modify educational and training materials professionally, including PowerPoint presentations, handouts, and other written documentation.Develop and implement new judicial programs and evaluate/maintain existing programs. Plan, develop, and apply technological solutions to judicial program operations.
Review audits filed by the PA Department of the Auditor General and county auditors for MDJ court offices. Work directly with MDJs and Minor Court Administrators in preparation of audit responses. Provide advice and suggestions for addressing problems and improving office procedures to prevent future audit findings.
Create and maintain documents, spreadsheets, and presentations using Microsoft Word, Excel, and PowerPoint or other software with a high level of proficiency for individual and department staff use.
Use Adobe for the creation of fillable forms. Use other court-specific software to access information, run reports, and assist with requests for information.Minimum Qualifications
Bachelor's degree in Judicial, Business, or Public Administration, or a closely related field; AND
Four years of experience in court management or five years of experience performing professional analytical work in program analysis.
An equivalent combination of education, experience, and/or training may be considered.
Additional Requirements/Preferences
Satisfactory criminal background check required.
Valid driver's license required.
Occasional overnight, statewide travel required.
Ability to maintain a high level of proficiency in Microsoft Excel, Word, PowerPoint, and other technology necessary to manage projects and complete work tasks required.
