POSITION LOCATED IN INDIAN HEAD, MD... A 40 MILE COMMUTE FROM Burke, Woodbridge & Fairfax, 25 miles from Alexandria, 30 miles from DahlgrenThe candidate shall:
Provides support to TSD and Chief of Naval Operations (OPNAV) in the development of Navy and Joint WTI/Exploitation related policy and doctrine.
Provides research, analysis, and recommendations on current and future missions and capability areas across the doctrine, organization, training, material, leadership, personnel, facilities and policy spectrum and supports development of those capabilities.
Provide analytical support to the development and revision of Joint, Navy, Service, interagency, North Atlantic Treaty Organization (NATO), and Partner Nation doctrine and documents (Concept of Operations (CONOPS), Operational Tasks (OPTASKs), Operational Orders (OPORDs), Exercise Orders (EXORDs), Operational Plans (OPLANS), Concept Plan (CONPLANs), etc.), related to WTI, exploitation, and TSD mission sets or areas of interest.
Attends and participates in numerous working groups (i.e., DIA WTI Integrated Planning Team (IPT), JIDA WTI Working Group (WG), United States Marine Corps (USMC) Counter IED (C-IED) WG, Joint Improvised Explosive Device Defeat Organization (JIDA) Maritime C-IED WG, Program Board Action Officers Meetings and subordinate groups, Requirements Working Groups, Ad Hoc and emergent groups as assigned).
Provide intelligence analysis support, mission planning, and the dissemination of exploitation data for all TSD COCOM operations.
Utilize various collection methods to include Biometrics, Cellular Exploitation (CELLEX), Document Exploitation (DOCEX), Media Exploitation (MEDEX), Signal Intelligence (SIGINT), Human Intelligence (HUMINT) and CEXC to assist in comprehensive targeting of insurgent networks and facilitation operations.
Liaison between CEXC and operational commanders to assist in the direct targeting of upper echelon IED facilitation networks.
Maintain databases and compare and contrast information from multiple sources, utilizing current analytical tools.
Provide intelligence support to maritime Improvised Explosive Device (IED) exploitation.
Use the WTI lexicon and the Universal profile schema working closely with the electronic exploitation Lab to create and assign device profiles.
Requirements
Ability to brief at the flag level and SES level.
Working relationship with National Ground Intelligence Center (NGIC), Defense Intelligence Agency (DIA), Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS), Department of State (DOS), JIDA WTI and Service Shareholders/Stakeholders.
Strong working knowledge of NSWC IHEODTD TSD CEXC, WTI, C-IED, Terrorist Explosive Devices Analytical Center (TEDAC), Special Operations Command (SOCOM), DIA and Defense Forensic Scientific Center (DFSC) exploitation activities throughout the globe.
Knowledgeable of concepts, theories, and principles of national and strategic level WTI and C-IED programs.
Physical ability and commitment to deploy globally as a CEXC team member if needed.
Ability to possess/handle firearms in support of CEXC operations.
Experienced in Counter-IED Targeting/Operations.
Knowledge and experience utilizing the WTI lexicon and Universal Profile Schema in creating device profiles.
Proficiency in the use of computer tools common to the intelligence community such as: ATTAC, Combined Information Data Network Exchange (CIDNE), CEXC, Web Enabled Temporal Analysis System (WebTAS), Explosives Reference Tool (EXPERT), Pathfinder software, Multimedia Message Manager (M3), Analyst Notebook, WTI Exploitation Analysis Tool (WEAT), Special Operations Exploitation (SOFEX) Portal, Automated Information Management System (AIMs), Biometrics Intelligence Repository (BIR), Arc Geographic Information System (ArcGIS), Biometric Automated Toolset (BAT).
Education and Experience:
Five-to-Seven years of professional work experience in a relevant technical field with a Bachelor's Degree or a Associate's degree with 10-15 years of professional military experience equivalent.
Recent (last three years) experience working with CEXC, WTI, DFSC, TEDAC facility, other NGIC, DIA or United States Government (USG) WTI related exploitation activity; interagency, or state/ local law enforcement lab.
Experience developing and supporting the WTI Enterprise.
Prior Service member from Military Intelligence, Explosives Ordnance Disposal or applicable Law Enforcement background.
Prior experience working with EOD, SOF and/or C-IED Teams.
Deployed experience in Analytical/Operational environment.
U.S. citizenship required.
Certifications and Other Qualifications:
Eligible for both US Tourist Passport and US Official Passport.
Current DOD Top Secret/SCI security clearance.
