    Description


    The City of Richmond, Department of Planning and Development Review is seeking an experienced individual for the position of Code Enforcement Inspector - Electrical.

    This class ensures that buildings and other structures are in compliance with the Virginia Uniform Statewide Building Code.

    Incumbents perform specialized inspection work of building construction and existing structures in an assigned discipline (electrical, plumbing, fire protection, building or mechanical systems).


    As assigned, work may include:

    conducting inspections of new and remodeled buildings; inspecting a building's electrical, mechanical, fire protection, and plumbing systems after fires and during other emergencies; preparing inspection reports; advising contractors and builders concerning installations; inspecting work sites for safety violations; serving as a witness in legal proceedings related to code violations; inspecting public buildings; interpreting building, electrical, mechanical, and plumbing codes; investigating public complaints; and attending mandatory in-house and local training.

    Duties include but are not limited to


    • Performs work-unit specific (e.g. partial and final building veneer, insulation, electrical, plumbing, gas, commercial/residential etc.) and safety on-site inspections. Work activates may include reviewing site plans/construction drawings, searching for building permits, and performing inspection research.
    • Responds to inquiries from contractors regarding inspection requests, applications, and codes. May advise contractors concerning installations and interpret applicable codes/regulations for owners, contractors, and others.
    • Prepares and maintains reports/records (e.g. status reports, inspection records, third party inspections/engineer letters) and schedules; responds to supervisor or department requests for information; responds to customer consultation requests, issue stop work orders, etc.
    • Performs administrative and other work as assigned at the local or work-unit level such as investigating complaints from the public or participating in work-related training, classes, or seminars.
    Qualifications, Special Certifications and Licenses


    KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge (some combination of the following):

    • Standard work-unit specific tools/equipment used for construction, electrical work, etc.
    • City policies/procedures, Virginia codes and ordinances
    • Americans with Disabilities Act (ADA), Health and Safety Codes
    • Plumbing/Gas/Electrical installation
    • Construction scheduling, practices, and methods
    • Architectural design and construction methods

    MINIMUM TRAINING AND EXPERIENCE:

    • High School Diploma or G.E.D.
    • Three years of experience in area of assignment
    • An equivalent combination of training and experience (as approved by the department)may be used to meet the minimum qualifications of the classification

    LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

    • Valid Driver's License with satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
    • Completion of a General and Residential Code Inspection certification in area of assignment within one year of hire date
    • Certification may include one of the following Virginia Department of Housing and Community Development certifications: Building General and Building Residential Inspector, Electrical General and Electrical Residential Inspector, Mechanical General and Mechanical Residential Inspector, Plumbing General and Plumbing Residential Inspector, Fire Protection General Inspector and Elevator General Inspector

    ENVIRONMENTAL HAZARDS:

    Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.


    PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

    Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint.

    The essential duties of this classification may require the ability to regularly finger, talk, hear, see, and perform repetitive motions; frequently reach, stand, walk, and grasp; and occasionally climb, balance, stoop, kneel, crouch, crawl, push, pull, feel, and lift.

    The working conditions may not include environmental hazards.

    In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
