    About the Position


    Under the direction of the Court Executive Officer, plan, organize and direct operations and activities related to the installation, operation, maintenance and repair of computer hardware, software, peripherals, network systems and the maintenance of all technology functions at Imperial Superior Court; plan, coordinate and supervise data management activities to meet automated record-keeping, computerized reporting and printing needs; supervise and evaluate the performance of assigned personnel.

    Minimum Qualifications; Licenses; Special Requirements

    Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

    The most competitive candidates will possess at least the following:


    Education and Experience:

    • Bachelor's degree in Business Administration, Computer Science, Information Systems, Project Management, Public Administration or a closely related field AND one year of progressively responsible experience as a project manager for IT software or Infrastructure projects including at least two years in a supervisory role. Experience in a public agency is preferred.
    OR


    • Five years of progressively responsible experience working for Imperial County Superior Court in a class comparable to Court Supervisor or a position related to project planning, implementation and evaluation. Requires supervisory experience with demonstrated experience in team building.
    OR


    • Any combination of relevant experience and/or education that would demonstrate the individual possesses the necessary knowledge, skills and abilities as determined by the Court Executive Officer.
    • Qualifying experience must have been within the last five (5) years.
    Licenses and other Requirements


    • Valid California Class C Driver's License.
    • Insurability under the Court's vehicle insurance policy
    • Knowledge of criminal justice policies and procedures; pertinent laws; awareness of the goals and objectives of the Court. Modern office practices, procedures and electronic filing systems; computer applications including Word, Excel and Outlook. Knowledge of ECourt case management system and/or other Court case management systems. Knowledge and experience with SQL database, document management systems, the latest software programs related to criminal justice functions and statistical reporting requirements for all case types. Knowledge of interaction, integrations and data exchange with state and local agencies.

    Knowledge of:

    • Management of operations and activities related to the installation, operation, maintenance and repair of computer hardware, software, peripherals and network systems.
    • Planning, organization and operations involved in the generating and printing of mandated and requested reports.
    • Capabilities and limitations of various computer systems, including mainframe and personal computer based systems, LANs, VPNs, and WANs.
    • Microsoft technologies: operating systems, databases, development platform and programming languages and reporting tools.
    • Telecommunications options including hardware and software.
    • Principles of information systems design especially related to multi-platform and networked applications.
    • Computer applications and related software used in the Court.
    • Principles and practices of administration, supervision and training.
    • Scheduling requirements for special projects and production runs.
    • Principles, practices and techniques used in the development, maintenance and analysis of computer systems.
    • Database structures, on-line applications and system capabilities of computer systems.
    • Manual instructions, sufficient to enable quick and accurate diagnosis of difficulties.
    • Computer languages and hardware and software applications utilized.
    • Budget preparation and control.
    • Technical aspects of field of specialty.
    • Oral and written communication skills.
    • Applicable laws, codes, regulations, policies and procedures.
    • Interpersonal skills using tact, patience and courtesy.

    Ability to:

    • Plan, organize and direct operations and activities related to the installation, operation, maintenance and repair of computer hardware, software, peripherals and network systems.
    • Develop applications and programs to help meet Court goals, objectives and initiatives.
    • Respond to changing needs and balance competing priorities.
    • Lead a major court project, such as a case management conversion project or other major technological upgrade, from kick-off to full implementation, including assisting and training staff and judges.
    • Apply Court goals and objectives in planning and developing computer information systems.
    • Establish standards and evaluate performance.
    • Develop new cost-effective uses for technology, improve the present standards; exercise initiative, ingenuity and sound judgment in identifying and solving difficult technical difficulties.
    • Analyze information, develop alternative solutions, project consequences, and implement solutions.
    • Formulate and modify policies and procedures.
    • Plan, coordinate and supervise data management activities to meet the automated record-keeping, automated reporting and printing needs.
    • Train and evaluate the performance of assigned personnel.
    • Oversee the inspection, troubleshooting, diagnosis and repair of system malfunctions and problems.
    • Oversee and participate in the processing and printing of a variety of computer production runs according to established procedures.
    • Maintain current knowledge of technological advances in the field.
    • Interpret, apply and explain rules, regulations, policies and procedures.
    • Modify existing programs and procedures to improve computer systems, reporting and record maintenance.
    • Provide technical guidance and recommendations concerning existing computer programs and systems.
    • Analyze situations accurately and adopt an effective course of action.
    • Administer and oversee assigned computer systems.
    • Communicate effectively both orally and in writing.
    • Establish and maintain cooperative and effective working relationships with others.
