    Department Manager - Brownfield Redevelopment
    Position Summary
    The Department Manager is responsible for leading and managing Brownfield redevelopment services, including environmental site assessments, remediation activities, redevelopment efforts, and incentive management. This role ensures full compliance with regulatory requirements, client expectations, and organizational sustainability goals.
    This position oversees departmental operations, strategic planning, business development support, financial performance, staff leadership, and regulatory compliance while driving high-quality project execution and client satisfaction.
    Key Responsibilities
    Strategic Planning & Budgeting
    • Develop long-term departmental goals, business plans, and performance targets aligned with organizational objectives.
    • Participate in corporate strategic planning initiatives and contribute to company growth strategies.
    • Manage the annual departmental budget and provide input into company-wide budgeting processes.
    • Monitor departmental performance metrics and implement strategies for continuous improvement.
    Business Development & Networking
    • Collaborate with the Business Development team to execute the Brownfield business development strategy.
    • Build and maintain relationships with developers, municipalities, and state agencies to expand service opportunities.
    • Lead and/or support proposal development, including scope definition, pricing, and resource planning.
    • Identify additional scope and revenue opportunities within ongoing projects.
    • Promote departmental expertise within the redevelopment and environmental marketplace.
    Department Management & Project Performance
    • Oversee all phases of Brownfield redevelopment projects, including:
      • Phase I and Phase II Environmental Site Assessments
      • Remediation planning and implementation
      • Design and construction coordination
      • Incentive identification and management
    • Monitor workload distribution, staff chargeability, utilization, and overall productivity.
    • Lead project execution efforts, conduct team meetings, and ensure projects meet schedules, budgets, and QA/QC standards.
    • Ensure staff are properly trained in Brownfield processes, regulatory frameworks, and internal procedures.
    • Coordinate with multi-disciplinary teams including engineers, environmental scientists, planners, contractors, and regulatory agencies to ensure successful delivery.
    Policy & Regulatory Compliance
    • Develop, maintain, and enforce departmental policies, procedures, and best practices.
    • Ensure compliance with applicable federal, state, and local environmental regulations, including EPA, CERCLA, ASTM standards, state Brownfield programs, and related regulatory frameworks.
    • Review technical deliverables to ensure adherence to QA/QC requirements and industry standards.
    Financial Oversight
    • Oversee departmental financial performance including utilization, profitability, and revenue generation.
    • Manage project budgets and proactively address financial performance issues.
    • Review and approve invoices, expenses, and departmental purchases.
    • Prepare client billing documentation and assist with collections of outstanding receivables.
    • Ensure financial accountability across all projects and initiatives.
    Client & Contract Management
    • Consult with clients and municipalities to define project requirements, redevelopment objectives, and incentive opportunities.
    • Advise clients on Brownfield incentives, grants, tax increment financing, and other redevelopment programs.
    • Maintain consistent communication throughout the project lifecycle to ensure client satisfaction.
    • Review and execute contracts and change orders, ensuring alignment with scope and regulatory requirements.
    Additional Responsibilities
    • Lead special departmental or corporate initiatives as assigned.
    • Perform other duties in support of departmental and company objectives.
    Qualifications
    Education
    • Bachelor's Degree in Environmental Science, Environmental Engineering, or a related field required.
    Experience
    • Minimum five (5) years of project management experience; experience with redevelopment incentives preferred.
    • Minimum ten (10) years of Brownfield redevelopment and/or environmental remediation experience.
    • Demonstrated expertise in Phase I and Phase II Environmental Site Assessments, remediation technologies, and environmental compliance frameworks.
    • Proven experience managing multidisciplinary teams and complex projects.

    Physical Demands
    Work is primarily performed in an office environment, with periodic fieldwork at land development sites, construction sites, or public works facilities.
    While performing the duties of this position, the employee may occasionally be required to:
    • Stand, walk, climb, balance, stoop, kneel, crouch, or crawl.
    • Use hands to handle tools or equipment and operate office machinery.
    • Lift and/or move objects up to 25 pounds.
    • Operate a computer and standard office equipment requiring hand-eye coordination.

    Work Schedule & Travel
    This is a full-time position. Standard hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with overtime as required.
